The carrying out of the policy of balancing urban and rural development means the dual structure in urban and rural areas will step off the stage and the gap between urban and rural areas will be gradually shortened. As for the development of the education, the mapping restructure of primary-secondary school offers a good turning point, which is the major policy of the party and the government designed to optimize the structure of the basic education, reasonably dispose the rural education resources and further promote the reform and development of the compulsory education. The mapping restructure of primary-secondary school is in favor of the realization of the education development which is balanced, healthy and continual, simultaneously provides the good foundation for the advancement of quality education, the education modernization and the education integration.From the perspective of multi-discipline of economics of education, sociology and demography, this study follows the guidelines of combination of positive and humanism methodology. The classical research methods of social science, such as questionnaire survey, structured interview. The mapping restructure of Jingtang country is good for optimizing disposition of the education resources, has raised school’s implementation level of quality education, has strengthened the building of teachers, has improved the scale of school, has promoted the balanced development of the education. Then the author points out the experience that we can use for reference. But at the same time, some problems have come into being in the procedure of the mapping restructure, such as lacking of matching funds, raising more large class scale and increasing the teachers’work load. According to the above, the author proposes the countermeasure of solving the problems in the mapping restructure of primary-secondary school. Firstly, we should strengthen the human population trends prediction. Secondly, the left-behind assets of the consolidated school need to reasonably handle. Thirdly, the construction of the countryside boarding school should be strengthened. Fourthly, we should strengthen the construction of the teacher troop. Fifthly, the system of school bus should be perfected. Sixthly, counterpart funds should be follow-up. Seventhly, we should follow the policy of "by lots nearby school" and control the "school choice" to reduce the big class. Eighthly, we should form a school, family, community of Trinity mechanisms.
