With the establishment of market economy system and the reform of the political system, thedemocracy and rule of law in China are improved and the society is becoming more harmonious andup-and-coming.The social development calls on the establishment of morden citizen socielty which needthe revolution of politics、economy and civilization,but the significant element is the form of the awarenessof the obligations of citizens.In the progress of the implementing the civic education,the school civiceducation plans the most important role,for the youngsters are in the stage of shaping values of the worldand the life.So the level of country civic awareness and civic quality decide to the effect of civic educationin the middle school.The primary coverage of this paper includes four parts:The first part refors to the research of citizensand citizen education.Citizen is a conception which have both legal significance and politicalsignificance,its’ nature characteristic is the equal members of pilitical society and country.The second partrefors to the develop course of the civic education in the middle school.The paper divides this term intofour stages:initiation stag(e1916-1922)、anti-climax stag(e1927-1933)、transformation stag(e1949-1970)and flourish stage(1985to now).The third part refors to the research of the middle school citizeneducation’s present situation and problems.Our country’s civic education in the middle school reflects thepolitical attribute explicit,it hooks on to the politic courses of middle school,suits to China’s nationalconditions and has significant effect on the social’s stability and development. Civic education aims atfostering citizens’ ethical consciousness and their awareness of the obligations of citizens, enabling them toacquire knowledge and skills and finally making them qualified citizens. Establishing civil society not only need the change of politics, economy and culture it also depend on the formation of civic responsibility andcivic spirit. Education in middle high school plays an important role in civic education, since middle schoolis the formation stage of outlook on the world, life and values for children. The effectiveness of civiceducation during middle school could in some degree decide the quality and literacy level of citizens. Anew round of basic education curriculum reform is ongoing from part to whole in China. The forth partrefors to the research of countermeasures to the civic education in the middle school.New courses havemade great progress in its function, structure, contents, implementation, evaluation and management. Theyhelps student to establish proper moral and legal concepts. In addition, the contents of new courses are nomore dull, unitary or out of date.However, there are still defects in ideological and political education ofmiddle school, such as the teaching objectives put too much emphasis on obligation, responsibility orcollectivity, but neglect practical training and to explain the concepts of right, freedom, or individual. Weare supposed to make some correspondingly improvements.All in all, civic education would have a profound influence on the development of individualstudent and the country as a whole.
