Social transformation triggered by the reform and opening up builds a new demands for democratic political of our society. Citizen is the main body of modern society, and the quality of citizens can match the current market economy of our country by strengthening civic education, reflecting the development direction of socialist political civilization. President Hu Jintao in his report to the seventeenth conference of the Party clearly pointed out,"We should strengthen civic education, and foster socialist democracy, freedom and equality, fairness and justice philosophy."Enhancing civic education is an essential requirement to the development of China's socialist democratic politics, is requirements of the country to developing a new situation of socialist democratic politics, building a harmonious society and a country governed by law, improving the overall quality, and enhancing the nation's soft power, and it is a strategic choice made to speed up China's modernization process.The first part of introduction is to study the purpose and significance of the project, research state at abroad and home, as well as the theoretical basis for this article and so on. The second part is to expound the links and differences between civic education and the ideological and political education of universities from the connotation relationship about civic education and the ideological and political education. The third part is to describes the current stage of undergraduate in China, for example, undergraduate pay more attention to social affairs while the ability of public participation is comparatively low, the democracy and legality concept of them is strong, However, the actual legality capacity is low, the phenomenon of moral dislocation for undergraduate are serious, and negative factors exist in their outlooks on life. The main factors leading to the situations are due to the cultural impact of traditional officials and people in China, the loss of systematic civic education, the cognitive misunderstandings and goal dislocation of ideological and political education, as well as the low quality of university and college students and so on. The fourth part is to put forward that by civic education-oriented, reform and improve concepts and methods of our ideological and political education, for example, reform training objectives of ideological and political education, integrate multi-cultural and establish training objectives system combined by universal type and elite phase, reform the content of ideological and political education, strengthen the concept education of socialist honor and disgrace, strengthen human rights and democracy and legality education of undergraduate, innovate the ideological and political education methods, establish service-learning methods of undergraduate, encourage students to participate in voluntary practice, establish multivariant system of the ideological and political evaluation, build a democratic environment in colleges and universities, improve the democratic system, encourage the democratic management system, and mobilize the initiation of teachers and students to participate in politics in order to ensure the ideological and political education performance in colleges and universities attain practical achievements.
