Analysis On The Present Situation Of The Ability Of Social Work Service Organization

With the specialization and professionalization of social work in a local propulsion way, the benign development of the social work service agencies gradually become a concern from all walks of life. On one hand, the size and strength of social work service agencies continues to grow in support of the government and relying on its unique advantages. On the other hand, lack of ability of social work services agencies has become increasingly prominent, seriously affect the sustainable development of the institutions.In this paper, case studies about capacity building has been made,which based on five social work service agencies with different established time,whose establishment reason can be assorted into the Shanghai’s promotive, Political and social cooperation, Social action. On this study,we found that the main problems of current agencies including the construction of social work personnel being relatively backward, capital shortages, transition depends on government support and services purchased, resource competition, weak institutions independent ability, management, low recognition efficiency is not high, lack of core competitiveness and social.Based on present situation, this paper is divided into two parts:The first part is the description of the current situation of social work ability. In order to accurately grasp the present situation of social work service ability, this paper discussed institutional capacity situation from the system environment and open system view Based on the interaction theory of organization and environment. The institutional capacity factor were divided into three dimension of resources, service and management. From the institutional foundation ability, ability to obtain resources, professional ability, professional service ability construction, organization management ability and the public relation ability these six aspects, the social work service ability present situation has been grasped.The second part is the reason analysis, based on the current situation of the institutional capacity. This paper attempts to analyzes the core elements of restricting the capacity building of institutions from the government, institutions and social three layer based on the theory of institutional environment and the environment theory. then founding on the analysis and starting from The internal and external environment of the organization, I put forward two countermeasures to enhance the ability of the organization, one is optimized for promoting institutional development environment to the government, the other is put forward in positive measure to enhance the organization ability by itself.
