The Cultural Construction Of Social Work Service Agency

In recent years, the social work service agency has achieved rapid development by the government’s support and promotion, but there were still many problems, especially, the capacity building problems of social work agency has hindered its long-term development. As an important part of capacity building, the building of organizational culture had an great impact on the agency.This paper was about the research on the cultural construction of social work agency, which used qualitative research methods-collecting data by depth interview and analyzing data. The author has studied organizational culture taking Shandong province outstanding social service agency-J social work service agency as an example, including social institutions and organizations of cultural construction’s status, problems and reasons, and put forward suggestions in promoting cultural construction.The research found that, the current organizational cultural construction of social work agency included the agency’s mission, value, spirit, learning atmosphere, acting style, relationships, specific services, visual image and so on. It built cultural construction in four levels, the levels including spirit, system, behavior, substance. It had the universality of cultural construction. However, the cultural construction of social work institutions also had its own advantages and characteristics, social work agency was organized as a basis of social work profession, Social work value guided its cultural construction. The development of social work profession in our country was in its infancy stage, promoting professional development was a mission of the times inspiring efforts of all social workers.Social work agency has not yet formed a perfect organizational culture system, and there were many problems. Social work agency ignored the spirit of the organization refining and summary; Regulations’scientific nature need to be improved; The learning atmosphere lacked safeguards; Agency lacked the effort of construction work environment; organizational culture construction lack of systematic planning and maintenance. Reasons were not only social work agencies, but also the external environment of survival. Development status of the social work profession restricted cultural construction of social work agencies, awareness and emphasis on social work agencies of government was not enough, social work agencies’awareness of organizational culture was low and lacking the ability of cultural construction.Finally, in the government’s, the social work agency’s and the institutional manager’s point, the research made suggestions to build organizational culture. Under the multi-party joint efforts, the capacity building of organizational culture will be improved, and the comprehensive strength of unofficial social work service agency will be enhanced.
