In the context of social governance,many social agencies have emerged.government has purchased services from social work agency to meet the deep needs of masses.Recently,social work agency in China has developed rapidly,but it is still in initial stage of exploration.The government lack knowing of social work and often purchases blindly.The new social work agency is immature,and public has limited knowing,too,social work agency could not exert the preponderance.However,professionalism is an important feature which can be distinguished from other general services.Clients and services are important parts of social work,the method of determining clients and services,it is an important channel to study the professionalism of social work agency.This paper takes five social work agencies in Chenggong District of Kunming City as the research object and according to the theory of resource dependence to explore whether the process of social work agency to determine clients and services is professional.I visit five agencies,and use depth interview method and participant observation method to interview the staff and clients of agency to learn the determination process and relevant assessment,then analyses the merits and demerits.Finally,combine with the analysis of current situation,I try to make some suggestions from both government and social work agency.I find that none of the five social work agencies is professional in clients and services.Background of government purchase,the space for social work agency to choose clients is limited.Though it has original intention to provide professional services,in order to survive,it has to fulfill the quantified indexes first,it makes the services are low professionalism but strong freedom.And current evaluation standards lack of attention to the determination of clients and services.The theory of resource dependence is closely related to the development of social work agency,and has high application value in practice.If social work agency wants to be more professional,it needs to working with the government... |
