Preschool education is the first stage of fundamental education, which is important for promoting the healthy development of children both physically and mentally, improving the overall quality of the entire people of the nation. However, since the Reform and Opening-up for30years, preschool education has made great progress, the popularity of preschool education is also improved gradually. Nevertheless, because of various factors, the development status is still not able to satisfy people’s meet.That it is hard and expensive to get into the kindergarten, has became the problem which people strongly respond and the society highly concern, especially for rural preschool education, the rate is very low. The rural pre-school education in China is an important part of the educational cause, which relates to the improvement of whole quality of rural population in our country, in relation to the construction of the new socialist countryside, the relation of the social harmony, and has an important meaning of developing China’s education career. However, the rural pre-school education is the weak link of China’s preschool education work, the percent of getting in is very low. In poor rural areas, even the most basic one-year preschool education popularization is difficult to achieve, let alone the preschool education popularization of three years. On July29,2010China promulgated the "national long-term educational reform and development plan for (2010-2020)", which proposes to strengthen basic preschool education popularization, especially rural preschool education, in order to improve the popularity of rural pre-school education. Therefore, researching the popularization of poor rural preschool education of three years seems particularly important. But the research of Academic community is relatively weak. This paper has undertook field research of questionnaire Survey and interview, and concluded the existent problems and reasons in the popularization of Dingtao county’s preschool education, which located in southwest of Shandong province, on the basis of this, the article has proposed some strongly targeted and operational countermeasures for the three-year preschool educational popularization in rural countries.This paper is divided into four parts besides main body:The first part has introduced the basic situation of three-year preschool education recently in dingtao county.The second part has analyzed the problems existed in the process of three-year preschool educational popularization of dingtao county. The main problems include:the low percent of getting in, the severe deficiency of kindergarten’s quantity and poor condition, the serious shortages of financial investment from government to rural preschool education, and the serious lack of teachers in rural preschool education.The third section has probed the causes of existed problems in popularization of three-year preschool education. The reasons mainly involves the economic factor, political system, ideological factors, the government, society, schools factors, etc.The fourth part has put forward and expounded some effective strategies, aiming at the problems faced in popularizing three-year preschool education of Dingtao County, and causes of problems. Specific measures include that develop the economy of poor rural areas; provides the material foundation for popularity of preschool education fundamentally; balance urban and rural development of preschool education; and gradually cancel urban-rural dual structure; construct the urban and rural integration management system for children; change the mind and enhance people’s understanding of pre-school education; strengthen governmental leading responsibilities of preschool education; increase the funds investment of pre-school education, perfect funds safeguard mechanism; improve teacher’s treatment, strengthen the construction of teaching staff of children in rural area. |
