Preschool education is vital to the development of human life, preschool education has been more and more valued by people, the degree of popularization of preschool education has become an important embodiment of the preschool education development level. Attention to popularize problems of preschool education in the process of modernization of education, has become an important topic.Russia concerned about the development of pre-school education, to promote its modernization of education, develop education, and constantly improve the quality of education, to promote education reform, one important aspect is the pre-school education reform, to improve preschool education development level, Russia attaches particular importance to the general problems of preschool education has been committed to the implementation and popularization of preschool education. In "education modernization of Russia before 2010 conception" has clearly proposed to expand the popularity of preschool education. Preschool education in Russia achieved a certain development, but there are still some difficulties in the popularization of preschool education, the analysis of the Russian universal pre-school education problems and countermeasures to expand the popularity of preschool education, has important significance to promote the development of preschool education.In this paper we focus on the Russian dilemma and Countermeasures of the popularization of preschool education is,while the passage is divided into five chapters.
