Under the influence of the dual structure,the development of preschool education in rural areas has always been in a weak position and the gap between urban and rural areas is still widening.Against the background of balancing urban and rural development,it is urgent and important to balance the development of preschool education in urban and rural areas.To narrow the gap in the development of preschool education,the emphasis should be put on guaranteeing a high-quality faculty for the preschool education in rural areas. Therefore,by the survey method,we examine in detail the current problems in the faculty of rural preschool education,interview with the teachers and related personnal of preschool education in rural areas to get their feedback about the policy of balancing urban and rural development.The result of survey indicates that there exist many problems in the faculty of rural preschool education,such as the shortage of teachers to meet the demands,low satisfaction of their work,and overall low level of faculty and partial absence of staff building.The imperfection of the faculty is the major cause of the low quality in the preschool education in rural areas.The carrying out of the policy of balancing urban and rural development means the dual structure in urban and rural areas will step off the stage and the gap between urban and rural areas will be gradually shortened.The study of literature shows the balanced development of urban and rural areas is bound to bring about the modernization of agriculture,urbanization of peasantry and the integration of education in urban and rural areas.This will also motivate the multiple reforms in rural areas to bring about the changes in industrial structure,in the social and living environment in rural areas,and the changes in the ways of living,modes of producing and employment.As a result,the development of the preschool education in rural areas will be endowed with new features,such as substantial increase in investment,significant rise in the enrollment ratio of preschool-age children,the diversity of demands for preschool education and the parents' strong demand for preschool education or instruction.Meanwhile,the experiences in developed areas tell us,in the process of balancing urban and rural development,with the urbanization of the rural areas,there will appear the expansion of preschool teachers in number,the higher requirement for the teachers' quality and the gradual balance of faculty between urban and rural areas.Therefore,against the background of balancing urban and rural development,based on the strategy of integrating urban and rural development,with a development perspective on the problems in the rural preschool education,the government should interpret again the current problems in the faculty to understand comprehensively its features and trends.For the solution of the problems,the study suggests the following countermeasures.First,the government should take the development of the rural preschool education into the balanced development of urban and rural areas,with special preferential policies in favor of the rural areas,the weak rural kindergartens and the rural low-level teachers,which is the precondition for solving the problems.Second, through a serial of reforms to promote the balanced development of the preschool education in urban and rural areas,preschool teachers should be authenticated and employed with strong screening practices so as to guarantee a high quality faculty for the rural preschool education;meanwhile,the teachers should be well managed and get their due status,position and treatment.Finally,with efforts from all aspects,a platform should be established for training the faculty of the rural preschool education to quickly renew their educational theories and teaching ways,to improve their teaching abilities.
