Since China’s reform and opening up, the rural issue has become ahot issue of government and academia. In particular, the globaleconomic crisis have focused the eyes of the world to China, the oldproblem in the construction of rural political democracy on the otherhand, our experience in social development is an opportune time.Clan of the new rural construction has been a relatively weak linkacross the disciplines is usually only from their own subjectcharacteristics, limiting the scope of the study subjects. For example,historical studies generally only stay in the clan itself, does notinvolve the relationship between the Clan and the political system inrural areas, villagers’ autonomy system, at least does not involve arelationship with today’s new rural construction; it is often the clanas to the museum. Sociological studies, often because of a lack ofhistorical knowledge of the corresponding clan, the clan of modernsociety are just some of the traditional clan residue, so theconclusion would tend to exaggerate the negative function of theclan history and negate its overall This paper through acomprehensive social history, political sociology, administration andeconomics of multi-material, a comprehensive theory of the relationship between the clan and the construction of new ruralpolitical democratization. The second part summarizes the historical origins of theclan politics and its basic theory, described the differences andconnections of the clan and the family concept, a detailed analysis ofthe relationship between imperial power and the clan system inChina’s feudal autocratic system, a brief description of the historicalchanges of the grass-roots political system in China and in politics inthe history of the clan organization, to establish their relationshipbetween the two basic theoretical system, clear and specificresearch content and scope to provide a theoretical basis describedbelow clans in modern society. The third section discusses theimpact and development of the clan in the range of day-to-daymanagement of the construction of new rural villagers autonomysystem, and provide a realistic basis for dealing with the relationshipbetween the two. Part IV specifically on the relationship between thetwo clans in the village committee elections and development, political democracy-building in a prominent clan and new ruralconstruction. First introduce the general situation of the clan in therural political system, then the use of empirical research methods ofthe role and impact in the rural village committee elections, from theinside and outside of the clan’s own structure, "bribery" and "gametheory", and finally rise to the level of the relationship between stateand society, which involves the current referred to the innovativesocial management practices, this is an important innovation of thisstudy. Summed up the root causes of clan phenomenon in the processof implementation of villagers’ autonomy system, and then from thetwo different time and space of the clan dynamics before and afterthe daily clan governance and electoral system, the fifth part of theclan in the new rural autonomy both problems existed in therelationship, to put forward suggestions for the development of bothbenign relationship between the political and economic, institutionbuilding, social management.
