With the establishment and gradual perfection of socialist market economic system in our country, people come to realize that education is a kind of quasi-public goods, and educational management should also be a kind of public management. Thus the paradigm of government educational management function formed in the planned economic system is being challenged. And these challenges can only be fully explained and solved by means of the formation of new government educational management function paradigm which is adaptable to the market economy rather than planned economy. And this will definitely push forward the development of educational cause.After analyzing the paradigm of government educational management function in the educational administration system under the planned economic condition, this thesis, with the theories of public goods and public management, turns to some anomalies which are brought to the paradigm of government educational management function by market economy, and this can be proved from the micro & macro performances of government educational management during the transition period. As the same time, some educational reforms guided by ideas of market logic and public management in western developed countries have enlightened the new paradigm of government educational management function in the market economic condition.It is on the basis of theories , facts and international comparisons that the author presents that, in order to transform these anomalies into routines under the background of China's planned economic system turning into socialist market economic system, our paradigm of government educational management function is bound to undergo great changes. And these changes include the function shifts of ideas from administrative management to public management; of orientation from regulation government to service government; of extent from all-round government to limited government; of degree from highly centralization and obscurity to highly decentralization; of method from main administration to laws & regulations and policies, from micro and direct management to macro and indirect management, from emphasizing planned mechanism while refusing market mechanism to the integration of the two; and lastly ,of management mechanism from government to governance.
