Research On Autonomy Of University And Management Of Chinese Government

The autonomy of university is an important issue in higher educational management and is also a vital link in the reforms of education systems and administrative systems. The implementation of the autonomy will determine the relationship between the higher education institutions and government. By nature, the autonomy of university promotes the independent development of university and appropriate management of the government, and then university has the right to the pursuit of academic freedom and autonomy. It is well known that university and government have close connections and universities are under comprehensive management of the government for a long time in China. The implementation of the autonomy of university is not satisfactory, and some problems have become increasingly prominent which has hindered the reform of higher education system in China. So, with the development of social economy and higher education, carrying out the autonomy of university and coordinating the relationship between government and university, will be helpful to ensure the healthy and independent development of university, to improve the government management, and to provide talented personnel and technical support for the development of social economy.This thesis first reviews the related literatures at home and abroad by literature and historically analytic method, and then use public management theory, third sector theory and limited government theory, administrative law and so on to analyze the connotation, development history, current situation, and existing problems and causes of the autonomy of university and government management. The following suggestions about how to improve the management on carrying out the autonomy of university are offered by analyzing the modes of the government management of advanced countries in education and drawing lessons from their successful experiences. First of all, the government should change ideas and establish the service-oriented government and the limited government, the management of higher education is gradually achieved by education policies, but to administrative means, the market mechanism and intermediary organizations should be introduced to participate in the management of higher education and the legal system should be improved gradually which provides the legal supports for the implementation of the autonomy of university. In a word, the government should insist on macro management, supervision and guidance and give full play to the enthusiasm, sense of responsibility and coordination of universities for the problem of the implementation of the autonomy of higher education, social forces and market mechanisms, so as to solve the problems of the implementation of university and promote the healthy and rapid development of universities.
