Research On The Current Situation And Optimization Strategy Of Scientific Research Funds Management In Colleges And Universities

With the strengthening of the national scientific and technological strength,the funds invested in scientific research has been increasing gradually.At present,in the context of " release,administration and service " advocated by the nation,the proper use of research funds is standardized,the scientific administration of research funds,and the prevention of the research funds corruption in universities have become an urgent issue for universities all over the country.Based on these problems,taking the HS university as an example,this paper analyzes the current situation and the level of the administration of research funds in HS university with the methods of literature review,comparison and case analysis,etc.It summarizes that,Because of the irrationality of the research administration system and the research funding administration mechanism,the weak responsibility consciousness of program leaders,the poor understanding of policy,the loose administration of surplus funds and program utilization funds,the backward level of information and,the bad internal coordination of the departments,etc.,there are some problems such as the separation of research program administration and research funds administration,the weak oversight of research funding administration,the bad docking of the administration information of research department,financial department and other departments.The problems of the research funds administration in HS university are the common problems in colleges and universities.In order to solve the above questions,combining the overall budget management,the organizational theory,and the centralized management model of Britain and France,the decentralized management model of the United States,the decentralization of scientific research in Germany,and the system of institutional autonomy,the dominant modes of research funds management in domestic universities and colleges,this work proposes some rational suggestions,for instance,improving the system construction,enhancing the role of supervision,clearing the responsibilities of various departments to improve the system,strengthening the coordination of departments,improving management policies,doing well in the process of management to meet the actual needs of scientific research work,establishing a list of research funds management,strengthening the construction of scientific research management system,promoting the construction of dynamic management information of scientific research funds,increasing positive guidance,carrying out the policy propaganda,doing a good job in budget management,detailing the classification and use of funds,combining the credit construction with policy incentives and increasing the construction of credit system and policy incentives.
