The Research On The Issue Of Quality About China’s Local Government Statistical Data

The quality of government statistical data(QGSD) is the life of government statistical work. The research on the QGSD in our country has been the central topic when the community talks about statistical work. Especially in the context of global economic integration, the community is growing demand for statistical data, also increasing demand for high data quality. The level of the the QGSD determines the usefulness and value of data size directly. If local government statistical data were not high quality, not only will affect government to make the correct decision, but also the credibility of government statistical data. Therefore, through researching the issue on the quality of statistical data of China’s local government systematically and in-depth, we could improve the quality of statistical data of local government;and achieve the delivery of statistical data accurately, comprehensively, effectively and quickly. These were of great significance for government to make the scientific decisions.This paper consisted of six parts. In the first part, it outlined the purpose and significance of this research, through collating and analyzing literature on the QGSD in the basis of domestic and international research, to identify the current weakness about the QGSD of our country. In the second part, it described the necessity and importance to improve QGSD, by starting from the meaning and standards; defined the core concept of this paper, and listed the theories which ware used on the research the quality of government statistical data. These had served as the basis for the various parts of the follow-up. In the third part, it introduced current status of our local government statistical work; putted the current statistical issues which people are concerned about as a starting point; elaborated the main problems on the quality of local governments statistical data in China. Subsequently, it conducted a in-depth analysis in the statistical system, statistics enforcement and cadre examination, etc, which these could affect the quality of statistical data. In the fourth section, it introduced the United States, Britain and Canada government’s development overview on the QGSD; analyzed the management experience on the QGSD from these developed countries. In the fifth part, in the combination of the third and fourth part of the basis, it proposed the proposal of countermeasure for improving the QGSD of China’s local government.
