Research On Data Quality Management Of Government Statistical Institutions

The evaluation of statistical work depends on the quality of statistical data itself.Accurate statistical data is conducive to the implementation of modern management and scientific decision-making,and maintain the health,stability and sustainability of the national economy.At present,our country pays more and more attention to high-quality development.Under this goal,the number of statistical units is increasing day by day,the types of survey objects are increasing linearly,the levels are also increasing,the characteristic differences between different types are becoming larger and larger,the statistical task arduous,the importance of statistical data quality is prominent,and the public also suggests further improvement in government statistics.Local government statistics are particularly critical to the development of local economy.Local governments always use this to formulate policies and therefore carry out government management.Therefore,how to improve the quality of government statistics has become an urgent problem for local governments.In recent years,the public has begun to pay attention to government statistics.In addition,due to the increase of questioning voices,the quantity and quality management of government statistical institutions has also been affected,the authority has been questioned and forced to optimize and upgrade.People’s governments at all levels should pay enough attention to the relevant elements of data quality management of government statistical institutions,and the research on relevant issues needs to be continuously promoted.Firstly,this paper explains the related concepts and theories of data quality management.Then,starting from the current situation of the management of relevant data quality disclosed in Y City,Shanxi Province,the first is to roughly understand the basic status of data quality of government statistical institutions.This paper expounds the composition of Y municipal government statistical institutions in detail.Secondly,it introduces the progress of Y Municipal Bureau of statistics in data quality management,which basically covers the measures to improve the quality in several fast processes,such as the quality management of survey objects,the quality management of data collection channels,the quality management of data review process,the evaluation and estimation of data quality,and the quality management of data release and archiving.This paper expounds the problems in data quality management in Y City from three aspects: the construction of data quality management,the process of statistical data quality management and the embodiment of government management functions.Finally,this paper expounds the macro and micro reasons for the data institutions.The macro aspect includes the disharmony between the institutionalization of national statistical management and statistical independence,the lack of statistical law enforcement intensity and deterrence,and the inability of the statistical system to match the actual needs of statistical institutions.They believe that statistical data is the top priority,while ignoring the importance of statistical work.There is a great distance between the two;The micro reason is that the current mechanism of assessment is not perfect,the thinking transformation of local statistical bureaus is backward,the quality of personnel in statistical institutions is low,and the respondents’ work in statistics can not keep up with the trend of the times.In view of these reasons,this paper puts forward corresponding countermeasures from the macro level: improve the current management mechanism and system of national statistics,strengthen statistical law enforcement,use big data to make the statistical system meet the actual needs,and improve the realistic status of statistics.From the micro level,reform the existing assessment mechanism of the government,change the thinking of government statistical institutions,improve the professional quality of the working members of local statistical bureaus,improve the statistical work ability of the respondents,and strive to establish a reference template for improving the data quality management of government statistical institutions.From the perspective of public management,this paper actively explores practical countermeasures and suggestions,which has a reliable reference value for improving the data quality management of China’s Local Government Statistics Bureau.
