Research On The Quality Management Of Local Government Statistical Data

Government statistics is an important basic work in government public management,and data quality is the core of statistical work,the quality of data quality is directly related to the formulation of national policies and strategic planning deployment,but also affects the government and other economic subjects to grasp,analysis and judgment of social and economic operation situation.Only when the quality of statistical data is well controlled can the government’s statistical work be carried out smoothly and provide high-quality data support for the government to make accurate and scientific decisions.With the continuous development and expansion of all kinds of economic subjects,people from all walks of life pay more and more attention to basic statistical data and all kinds of statistical information,and the importance of statistical work is increasingly prominent.Therefore,it is of great practical significance to steadily promote the improvement and promotion of government statistical data quality.Since the report of the 19 th CPC National Congress pointed out "improving the statistical system",statistical departments at all levels are carrying out the reform of "deepening the statistical management system and improving the authenticity of statistical data".Under the background of the reform,this article choose W city H area as the research object,according to government statistics data quality analysis,mainly from the applicability of the data,accuracy and timeliness of three basic principle as a starting point,the statistical data quality management refinement to advance beforehand control,regulation,afterwards inspection data production process,all through field visits,investigation and other research methods,Ask the opinions and opinions of the staff in the four-level statistical institutions of district bureau,town and street(development zone),village(neighborhood)and enterprise,and summarize and tease out the problems existing in the current statistical data quality management of District H,such as hard to guarantee the quality of source data,non-standard statistical process at grass-roots level,poor statistical independence and weak statistical law enforcement.This paper analyzes the defects and malpractices of the current statistical management system and institutional methods,the weak basic basis of statistical work and the overall low level of statistical rule of law.Finally,on this basis,combined with the characteristics of statistical data quality in H area,the reform of government statistical management system is proposed,and the construction of statistical system method system is improved.We will standardize the basic management system for local statistics,optimize the performance evaluation system,optimize the government statistics business process system,and create new means for government statistics work.Strengthen basic statistical infrastructure and promote the intelligent governance of basic statistical grid;In order to provide reference for improving the quality management of statistical data of local governments in the same type of areas,we should deepen the legal construction of government statistics,strengthen the publicity of statistical law,and improve the strength of statistical law enforcement.
