After the end of the people’s communes in pastoral societies, livestock weredivided to households. The household contract mobilized the enthusiasm of theherders. The quantity of livestock grew fast. The degradation of grassland was severe.In order to curb the abuse of the public pasture, the state decided to completelydivided the pasture to household in1997. The decision of the state came from a veryimportant reason. To end the pasture use pattern of eating the same big pot, tomobilize the herders to protect pasture, and to avoid the tragedy of the commons. Thegovernment continues to promote the grassland privatization and supports the herdersto enclose their pasture to achieve the purpose of protecting the pasture.The degradation of the grassland is considered to be the result of the unclearproperty right of grassland, thus solving the unclear property becomes the primarytask of the government managers. However, through the field research in Gongervillage, I found that the pasture enclosed caused more severe consequences to someextent. After the division of pastures, the pastures of poor herdsman were destructedseriously and the non-enclosed pastures were under further degradation. Why theclear measures of property that in order to protect resources do not protect resourceseffectively? The analysis of its evolution will have important theoretical and practicalsignificance.The research try to describe the establishment of the fence and the socialconsequences caused by the fence to discuss the evolution of the fence project. Thispaper argues that the fence project is an ecological protection measure that from top tobottom, but in actual operation, the "welcome" of the herdsman is not in line withnational preset. The social changes in grassland is largely due to the promotion of thecountry. The herders did not agree with the fence project at first and resisted it, butthey competed for the fence project at last. The establishment of fence has causedecological and social consequences. Making property right more clearly did notachieve the goal of effective protection of grassland resources.
