China’s rise on the world stage will be the most significant event in the21st century. But the future of China and its influence on the international society is still under uncertainty. For Americans, in response to the rise of China has become a major challenge in this century. Therefore, the rise of China has aroused a widespread and long-lasting controversy all over the world. In face of these oppugn, president of PR.C Hu Jintao put forward the China’s peaceful Development Theory in response to them in early2003, then the Chinese government published a "White paper on China’s Peaceful Development" in September2011, which indicates that China put Peaceful Development Strategy into the national strategy formally. But American think tanks made some debates about it, and they were divided into different factions to discuss whether China’s peaceful development can be achieved or not:Some analysis based on the strength level, and the other based on the intention level. They discuss on both facts and theory of international relations. I summaries American think tanks’ different perspectives and collation three kind of main-stream argument:The school of contact group believes that China can achieved its peaceful development goal; the school of contingent suspect that China can achieve its destination in the future; the School of containment stress that that the Sino-U.S. has irreconcilable contradiction and advocates a containment policy to China.Different views and attitudes among three groups were derived from different perspectives towards China’s development. I classify two aspects of their views:one based on China’s strength, they have different views on whether China’s strength can support the peaceful development of China, the other based on China’s strategic intention, and they consider the true intention and reliability of China’s development.Finally, I analysis in what way can their debates among American think tanks affect American foreign policy toward China. The former part summarizes the function and role of American thank tanks and my conclusion is that American Think Tanks do influence on American foreign policy. In the last part, I mainly analysis in what way can their views affect George W. Bush administration and Obama administration’s China’s policy as a case study. In the paper, I try to reveal the main reason for their different perspectives of three groups in American think tanks through collection of evidence and theoretical analysis. To conclude:the debate of China’s peaceful development among American think tanks do influence the American’s China policy and their suggestions really corresponding the American’s China policy at different international situation and period. At the same time, this conclusion also opens and enlightens us a new way to do the research in American foreign policy. |
