Research On The Implementation Of High School Security Policy In H District Of Yuxi City ——Take S Middle School As An Example

A safe and stable campus environment is the premise of students’ physical and mental health and all-round development.With the development of society,social contradictions increase.The intensification of some social contradictions and the problems in the school’s own safety management lead to more safety risks.In order to better prevent and control the safety risks faced by the school,provide effective protection for the life,health and safety of teachers and students,and provide a safe campus environment for the all-round development of students,the state has issued a series of school safety protection policies at different levels.However,the introduction of the policy does not mean that the problem has been effectively solved.It is also very important to study the process of policy implementation,find the problems existing in policy implementation,scientifically analyze the problems,find out the causes of the problems and put forward the optimization path of policy implementation.This study adopts the literature research method to sort out the corresponding research results in the research fields of "inducement of school safety events","governance of school safety problems","Research on school safety guarantee policy" and "policy implementation research".Through sorting,the author finds that there are many studies related to "policy implementation" and "school safety management",However,from the perspective of public policy implementation,there are few studies on high school safety management to optimize the process of high school safety management.In view of this,combined with the actual work and the study of theoretical courses,the author uses the methods of questionnaire and in-depth interview to investigate the implementation of school security policy in s middle school in H District of Yuxi City.The survey found that the problems existing in the implementation of the safety guarantee policy of the case school are: the effectiveness of policy implementation is not high,the ability of policy implementation is insufficient,and the policy communication is blocked.Based on the problems,the author analyzes the problems existing in the implementation of the case school security policy by combining the 4R crisis management theory and the Smith policy implementation process model.The analysis found that the deviation of the policy implementation objectives of the executing agencies led to the low effectiveness of policy implementation,the insufficient supply of policy implementation resources affected the improvement of the school’s policy implementation ability,and the insufficient subjective initiative of the communication of the executing agencies led to the obstruction of policy communication.On the basis of combing and analyzing the problems and causes of the implementation of the case school safety guarantee policy,the author puts forward the optimization paths of the implementation of the high school safety guarantee policy,such as "optimizing the policy implementation strategy and improving the effectiveness of the policy implementation","improving the quality of the executors and improving the policy implementation ability","perfecting the policy communication mechanism and creating the policy implementation environment",based on the relevant theories and models,In order to provide more reference for the research of high school safety management,and enrich the research content of the combination of public policy implementation and school safety management.
