In the context of singnificant positive changes in Cross-strait relations andpolitical mutual trust and consultation mechanism for the gradual establishment inrecent years, and "three links" of cross-strait make the full of realization,cross-straitpersonnel exchanges and economic and cultural cooperation and exchanges havebecome closer, Fujian Province, based on the advantages of a pilot basis, throughpolicies and the carrier to promote and the industrial promotion any other forms topromote increasingly close personnel exchanges and cooperation between Fujian andTaiwan. To strengthen cross-strait personnel exchanges and cooperation in the contextof the West Coast strategy,in order to attract talent, gathering talent, especiallyhigh-level personnel of great significance for regional economic and socialdevelopment. This article start with the background of cross-strait exchanges ofhigh-level personnel and make talents aggregating as a starting point, with what arethe main functions of government, how government action affects personnelexchanges and aggregating, as the extent to which, and how it acts as study. Thisarticle is based on the strategic context of the Cross-strait economic development, thecombing of the theory of theory as well as government action, revealing howgovernment action affects the talented personnel; to promote domestic and foreigngovernment personnel to gather the model and its analysis of the experience, andfurther elaborated in cross-strait government behavior and its role in the process oftalent convergence play a necessity; then, the empirical investigation of the status ofcross-strait high-level talented personnel, from the supply of government policies,platform construction, public services, three aspects of its talented personnel, processand the resulting problems; Finally, the optimization suggestions and to achieve thepath of government behavior in the agglomeration process of cross-strait high-levelpersonnel.
