Our country is a multi-ethnic socialist country. Development of ethnic minority areas relates to harmony and stability of the country, as well as overall progress and development of our society. To develop the west, especially the ethnic minority areas, the key is education and talent. Implementing the policy of high-level minority backbone talents program is to train high-level minority backbone talents in the west. However, the policy implementation is the only way to put the policy ideal into the policy reality, and also the policy objectives into the policy benefit. Effectiveness of the policy implementation has great importance for the success or failure of the public policy. This study chooses the policy of high-level minority backbone talents program is to find problems still in the course of implementation and then research countermeasures, so as to make the policy better achieve its policy objectives. The main idea of this paper is as follows:First, the introduction describes international and domestic background of the implementation of the program as well as the significance of this study. The second chapter interprets this policy in details, and reviews theories on ethnic education and policy analysis from scholars at home and abroad. In the third chapter, three subjects involved in the policy were investigated respectively. The fourth chapter carries out detailed analysis to the policy on the basis of investigation, and identifies problems in the implementation phase of the policy. The fifth chapter gives recommendations on how to optimize the policy. The last part summarizes the full text and draws a conclusion。Based on the policy implementation process model of T. Smith, this paper analyzes the policy of high-level minority backbone talents program in terms of factors such as idealized policies, implementing agencies, target groups and environmental factors. In this paper, the implementing agency of the policy is the Ministry of Education, educational administrative departments in all ethnic provinces and all training colleges and universities, the target groups are the students who apply to the high-level minority backbone talents program, and the environmental factors include current political environment, economic environment, cultural environment, social conditions and so on in our country.By studying the interactive process between several factors and the idealized original policy, this paper finds that high-level minority talents in the proportion of national graduate education increased dramatically through the implementation of this policy. However, there are still some problems during the policy making, for example, enrollment indicators of Doctoral graduates need subdivisions, employment issues of minority students need strengthened guidance, and living costs of minority students during colleges need more attentions, and so on. Only relevant departments fine tune the policies, can these problems be solved.In connection with education for high-level minority talents, this paper finds that it is very necessary to strengthen patriotism education and the cultivation of the dedication to minority students. However, the development of minority education career closely relates to the social development of our country, and the progress of minority education career depends on all-round progress of many factors in terms of society, culture, politics, and economics and so on. Thus, it requires future research focused on the relationship between the factors.
