New Reform Under The Perspective Of Medical Ethics Research

With the released of ‘the opinions of the CPC Central Committee and the State Councilon deepening the medical and health system reform’ and ‘the recent focus implementationplan on the medical and health system reform(2009-2011)’ sequentially, the developmentproblem of hospitals under the background of new medical reform has become the attentionof the academia. In the context of ‘new medical reforms’ becoming the focus of socialconcern, peoples ignored medical ethics, another important life sustaining fulcrum, whentrying to find the institutional power and institutional construction to protect their life health.Practice has proved that any of the medical systems would be cold and inefficient and withoutstopping conflicts with the social and cultural if lacking the supports of medical ethics.Separation of Dispensing from Prescription only orientate the new medical reform from theframe, while medical ethics and hospital internal mechanism reforms should be the emphasisof the reforms of medical system. Our medical environments would be purified only when themedical ethics call back. Thereafter medical ethics have a tight relationship with the newmedical reforms. This paper discussed deeply the medical ethics problems and its path toachieve in our country comprehensive using the theories of ideological and political education,medical ethics and other related disciplines under the direction of Marx theory from the heightof promoting the reform of medical system.The full text is divided into four parts: the first part is introduction and the main text isdivided into three chapters. In introduction this thesis mainly introduced the research status athome and abroad, the purpose, significance and basic trains of thought and methods about thestudy. The first chapter is an overview of the new medical reform and medical ethics. Thechapter elaborated the reasons of practicing the new medical reforms, the main contents of thenew medical reforms, the source and intrinsic quality of medical ethics and the relationshipbetween the new medical reform and medical ethics. The chapter is the problems andattribution of the medical ethics under the perspective of new health reform. The first sectionof this chapter introduces the achievements of new medical reforms, including three aspects:new medical ethics view is gradually formed, the problem of ‘medical treatment is difficult and expensive’ gets alleviating effectively and the doctor-patient relationship is improved.The second section analyzes the main existing problems in medical ethics, including thedoctor-patient relationship is not harmonious, Individual physicians ignore life, excessiveprescribing and inspection have occurred sometimes in medical practice. The third sectionanalyzed the cause of the problems on medical ethics, summarized three subjective reasons:lack of sense of responsibility, lack spirit of dedication and medical ethics self-discipline notstrong; four objective reasons: the negative effect of market economy, medical ethicseducation not awesome, medical ethics regulations fail to implement and medical systemmechanism blocked. The third chapter explores the countermeasures of strengthening medicalethics under the perspective of new medical reform. This chapter elaborated the strategy fromfive aspects: strengthen inner cultivating of medical ethics quality, innovation medical moraleducation method, increase the appraisal and punish strength of medical ethics, perfect thesystem of supervision and management of medical ethics, straighten out the medical ethicscompensation mechanism.
