In recent years, the popularity of traditional Chinese medicine e-prescribing facilitates the clinical work of the practitioners of Chinese medicine to a large extent. It also introduces several problems such as the change of prescription check mode, the defects of software design, resulting in the problems in the evaluation of Chinese medicine e-prescribing. Therefore, how to build a evaluation system of traditional Chinese medicine e-prescribing is becoming a hot issue.This paper is divided into two parts:literature review and clinical pharmacy research.In literature review, we summarizes the contents and methodology of both the traditional evaluation of Chinese medicine prescription and the evaluation of Chinese medicine e-prescribing. We also elaborates the pros and cons, as well as the direction of development, of Chinese medicine e-prescribing. The Chinese medicine e-prescribing has changed the process of fetching drugs, into payment first and prescription check second, which probably results in complicated modification of prescription, more input errors and unfriendly software design. So this paper proposes the development of Chinese medicine e-prescribing should include: development an automatic reminder system for rational drug use, an automatic monitoring system for Chinese medicine e-prescribing, and the standardization of Chinese medicine e-prescribing.The second part, clinical pharmacy research consists of two chapters. In Chapter One,"The Status Quo and Analysis of Chinese Medicine Prescription Management in PLA Navy General Hospital", we starts with the analysis of the Hospital’s information system. Then we randomly selects3600samples from its outpatient Chinese medicine prescriptions in the year of2010. Based on the Pharmacopoeia of the People’s Republic of China and Prescription Administrative Policy, we makes statistics and analysis from five aspects: the dose of medication, special usage, incompatibility, medicine number and methods of medication. The results are: the fraction defective of the close of medication is90.61%, the fraction defective of special usage is29.33%, the faction defective of incompatibility is0.75%, and the faction defective of methods of medication is6.17%. The prescriptions in which the total number of medicine is less than10takes up19.33%,10-1757.08%,18-2114.67%and22and above8.92%. The top20overdosed herbal medicines are pinellia, angelica, bupleurum,vinegar, schisandra, radix, radix vine, salvia, cornus meat, atractylodes, turmeric, honey mulberry, rhizoma pinellinae praeparata and coptis chinensis. The top10herbal medicines in special usage with no footnotes are mint, honey loquat, dendrobium, oysters, keel, amomum, lignum dalbergiae odoriferae, sandalwood, gypsum, amulus uncariae cum uncis. Moreover, there are27prescriptions in violation of "eighteen incompatible herbs and nineteen herbs of mutual antagonism". All the statistics reveal that in the Hospital, the Chinese medicine prescribing is not standarized. An evaluation system of Chinese medicine prescriptions can standardize and promote the development of Chinese medicine prescribing in the Hospital.Chapter Two discusses "The Construction of the Evaluation System of Chinese Medicine Prescribing in PLA Navy General Hospital". For the time being, most evaluation on Chinese medicine e-prescriptions have been made manually, or even some hospitals haven’t established evaluation system at all. What’s more, most prescription evaluation is retrospective test, which is unable to correct the wrong drug usage. So the need to establish an analysis and evaluation system of Chinese medicine e-prescribing is quite urgent. In accordance with Pharmacopoeia of the People’s Republic of China (2010), Beijing Chinese Herbal Medicine Preparation Standards"(2008) and Chinese Medicine Dictionary, and all the results above, we utilize Microsoft Visual Studio2010as development environment, Access as back office database, and C#as development language, in order to check Chinese medicine names in prescriptions and build a basic ans standard information system for Chinese medicine, including standard dose, compatibility, pregnance restriction and special usage. Chinese medicine effect codes are also added to the current Chinese medicine materical crude codes to build a new code system. Furthermore, prescription reminder system in doctors’workstations, help for evaluation system and evaluation system for e-prescriptions in pharmacy workstations are construction. The preliminary clinical application shows these systems can increase doctors’one-time pass rate, the efficiency and accuracy of pharmacy work and provide reference for quality evaluation of prescriptions.This paper, for the first time, tries to establish an evaluation system of Chinese medicine e-prescribing, partially solve the current problems in Chinese medicine e-prescribing evaluation in PLA Navy General Hospital, enhance work efficiency, and the safe usage of drugs and the informatization of Chinese medicine. This research provides useful reference for establishing a nationwide evaluation system fo Chinese medicine e-prescribing and standardizing the Chinese medicine e-prescriptions.
