The earthquake, tsunami, hurricane, volcanic eruption, forest fire… disastershappened more frequently accompanied with the climate change. The extreme climateand disasters became diversified, trans-border and more complicated, in this context,the disaster relief gave human difficult test of practice and research. As one of theworld’s biggest three international organization, the International Red Crossorganization boasted a long history and unique role in disaster relief. This paper aimsto comb the history of international disaster relief by international Red Crossorganizations, explore its participation in international disaster relief, summarize theadvantages and disadvantages in its participation, and then view the opportunities andchallenges of international disaster relief for international Red Cross organization inthe future. The analysis of the international Red Cross organization’s participation inthe international disaster relief gives some enlightment for the development ofinternational non-governmental organization and the future of the internationaldisaster relief.After the introduction of globalization, global governance, disaster relief andInternational Red Cross Organization, this paper explored the five stages ofinternational disaster relief of the International Red Cross organization andsummarized the characteristics of each stage. Many advantages of the InternationalRed Cross organization including professional workers and volunteers, inclusivenessand unique principles strengthened its effective participation over one hundred yearsin international disaster relief, and the international Red Cross organizations also havesome difficulties and the insufficiency. In the future, the International Red CrossOrganization will face more difficulties and opportunities, in order to participate ininternational disaster relief more effectively, the International Red Cross Organizationshould foster strengths and overcome weaknesses.
