Under the background of economic globalization, development and influenceintegration, the internationalization of science and technology (S&T) has become one of thekey features of modern S&T development and research trend. Our country has put greatemphasis on opening up policy and international cooperation, and improving the ability ofindependent innovation on the basis of making full use of global innovation resources. Asthe major force of S&T innovation in China, universities have become the most activeentity in international S&T collaboration. A medical university is a typical science andtechnology (S&T)-intensive organization that integrates both teaching and scientificresearch. Both its quality of medical education and quantity of comprehensive strengthdepend much on the international cooperation and innovation of medical science andtechnology. Therefore, we are in urgent need of building a target system aiming at theevaluation of organization and operation mode of medical university’s international S&Tcollaboration, and with its application, the system will be able to provide both an effectivemanagerial method and a decision-making foundation that may help administratorsunderstand their university’s situation of international S&T collaboration in a moredeepened fashion, through which obstacles in the process of management and developmentcan be got rid of and an all-round, harmonious and sustainable development of universitycan be achieved.Firstly, the theory of international S&T collaboration was discussed based on thesystematic analysis of the related facts from documents. Secondly, a set of targets wasdrafted with methods of work breakdown structure (WBS), classification and combinationfrom references to many other studies of international S&T collaboration, and then, revisedby experts who were familiar with the subject. Thirdly, the weight of each target wasdecided through Analytical Hierarchy Process (AHP) and questionnaires, on the basis of which a systematic and comprehensive evaluation target system of organization andoperation mode of medical university’s international S&T collaboration was formed andproved reliable by consistency check. Finally, the situation in a medical university wasevaluated with the aforementioned target system. The evaluation models varied in design toattain different goals and the final scores reflected the dynamic trends and levels ofinternational S&T collaboration in different years and aspects. As a result, the evaluationwas proved to be feasible and meaningful.The research established an evaluation target system of organization and operationmode of medical university’s international S&T collaboration and received satisfactoryresults with application. The system not only provides an effective means for evaluation ofthe kind, but also a reference for other phases of evaluation in S&T management. It helpscreate internationalized and innovative atmosphere in medical universities and offerstheoretical foundation and valuable information to the managerial decision-making.
