| Through various channels, this study investigates the status quo, demands and procedures of standards setting in Chinese medicine international organizations. It makes a comparative analysis on the differences of standard-setting bodies, procedures and rules in the international organizations such as ISO and WHO, and WFCMS and other Chinese medicine international organizations. Besides, it makes proposals for the standards development process of Chinese medicine international organizations. By doing all these, it is hoped that contributions can be made to develop Chinese medicine international organization standards, build and improve Chinese medicine international organization standard system, increase all countries'recognition to Chinese medicine around the world, promote Chinese medicine international standards, and gain the rightful place for Chinese medicine.In the ways of literature review, questionnaires and expert interviews, and so on, the research data of the national standard-setting procedure and the procedure of the international organizations such as ISO, WHO, and Chinese medicine international organization are acquired in various ways. Besides, the data is given the comparative analysis, the development process of Chinese medicine international organization is sorted out, the difficulties in the development procedure are summarized, and the corresponding solutions suggestions are given, as well.The development process of Chinese medicine international organization standards represented by WFCMS and that of ISO are basically the same, with the differences in phasing, cycle length in each phase and other details. They are embodied in the following aspects:stage simplification, increasing standard development efficiency; stage refinement, reflecting the differences in development procedures of different standard categories; execution cycle differences.After the analysis of questionnaires and interviews, the following conclusions are reached:1. Chinese medicine international organization standards are in society's urgent need. To manage and guide Chinese medicine's development in the world by setting standards in Chinese medicine international organizations is generally accepted.2. The development process of Chinese medicine international organization standards is different from other international standards such as ISO or IEC, in phasing, stage duration and other details, with its own characteristics.3. The standard system of Chinese medicine international organization standards differs from that of Chinese medicine national standards, and it hasn't formed complete standard system, with the relatively low continuity of standard development.4. The shortage of talents who both master the knowledge of standardization and have the educational background of Chinese medicine leads to difficulties in standards setting.Based on the above study, the following proposals and suggestions are made respectively in the light of the status quo, demands, standard-setting body, development process and the rules of the standards in Chinese medicine international organizations, and the key issues in the standard development process of Chinese medicine international organizations.1. Chinese medicine international organizations'standards should try to maintain the characteristic of TCM.2. The investment in the International standardization of Chinese medicine should be increased, to form the perfect standard system.3. Chinese medicine international organizations should strengthen the publicity and promotion of its standards.4. The base construction and the personnel training should be strengthened. |
