Arctic Ocean is surrounded by Asia, Europe and North America, at the same time itis the shortest distance to connect the East Asia, Europe and North America which arethe biggest economies of the world. Global warming is resulting in a large area of theArctic Ocean sea ice receding, which is creating the possibility for the Arctic seanavigation. That is one of the few positive news brought by global warming to human.The image data in the summer of2007showed that both the Northeast Passage andthe Northwest Passage could be through all the way, and the Arctic is now back to thepeople’s vision and become the focus of world attention.It also has the advantage of distance to take the Arctic waterway for our country,especially for the northern port of China and the more advantage the more northerly.The distance can be even shortened by50%to compare to the conventional route.That can not only promote the development of China’s shipping companies but alsoreduce our over-reliance on the traditional route. The Arctic is rich in oil, mineralresources and other natural resources, the opening of the Arctic route can establish aresource channel with the Arctic, which can facilitate the development and utilizationof Arctic resources, and alleviate the pressure of energy in the process of rapiddevelopment of China economic. In short the opening of the Arctic waterway canpromote the development of China’s economy, promote the adjustment of thestructure of China’s economy, and promote the formation of a new shipping center.But other countries, particularly the circum-Arctic countries strengthen the control ofthe area of the Arctic carving up the Arctic for personal gain and rejecting the othercountries close to the Arctic by virtue of the advantages of geographical. That is harmfor the interests of other non-Arctic countries, and China as one of the biggestcountries in the world can not sit still, we should take positive action and express ourown ideas. However China is still no national strategy for the developing Arcticwaterway, which will affect the development and utilization of Arctic waterway forChina.The paper selects the Arctic Northeast Passage as the main object, makes theoverall understanding of the natural conditions of the Northeast Passage and theinfrastructure along the Passage, as well as the history and current status of thedevelopment of the Northeast Passage. The paper uses the image data to observe andanalyze the monthly, interannual changes of the ice extent and type, and uses the GrayForecast Model to forecast the extent of sea ice in the time dimension, we can get thatthe NEP sea ice is accelerating on ablation, it is possible to open throughout the year.With the distance analysis we can establish the distance advantage, and also can drawthe very clear advantages of Arctic resources with the resource analysis. The aboveanalysis can be drawn that opening of Arctic waterway may have a bright future, andwill bring a huge opportunity for China which make it more urgently and necessarilyfor our country to develop the Arctic strategy.SWOT analysis model has a unique advantage in the enterprise strategic management,this paper use the SWOT analysis method to analysis of the advantages weaknesses,opportunities and threats for our utilization of the Northeast Passage. Combining with the Analytic Hierarchy Process we establish the strategic direction of our NortheastPassage is actively seek type. Take the advantages and seize the opportunities. Weshould strengthen the investigation and research of the Arctic passages, make theArctic benefit assessment, use the diplomatic actively to strengthen internationalcooperation in the Arctic, and use international law rationally to make our voicesheard. While we should hard skills to develop their own economy, and improve thestrength of the shipping companies, strengthen the training of professionals. It makesadequate preparations for the future opening of the Arctic waterway.
