| Jiangsu Province has many water network areas which constitute a natural river system. The total of the whole country’s inland navigation mileage is up to124,000kilometers, and just the inland waterway of Jiangsu Province, has more than20,000kilometers which almost accounts for one-fifth of the national inland waterways network. Extensive waterways, such as lakes, reservoirs, has not only provide a unique and perfect advantage, but also play a positive role in promoting the rapid and healthy economic development of Jiangsu Province.However, due to natural or historical reasons, there are hardly ships in some lower-level and most substandard waterways all year around. And the ship facilities which is not appropriate with these waterways, to some extent, has hindered normal navigation of inland waterway vessels. Besides, a multiple part managements or white-space managements have been formed which resulted in the division of navigable waterways is not clear. Serious troubles have influenced the healthy development of the economy of Jiangsu Province. Therefore, studying the definition of navigable waterways and substandard waterways is benefit for river transportation in economic development of Jiangsu Province, for clearing responsibilities and rights of relevant departments, for making full use of waterways.The paper analyzes mainly for lower-level and substandard waterway of Jiangsu Province, through nine major navigable waterways definition analysis and quantification of the indicators to build a navigable waterways and substandard waterways definition model. First of all, the paper summarized the domestic and foreign research status of inland navigable and substandard waterways and analyzed the classification, characteristics, vessels standardization and inland waterway navigation environment in detail. Secondly, the paper divided waterway levels based on classification standard and to determine the standards for defining principles. Based on it, establish an index system and analysis the indexes. Thirdly, using principal component analysis method for priority evaluation of level indicators, and then, using fuzzy comprehensive assessment method for qualitative and quantitative analysis of secondary indicators. Last but not least, for an example of a seven-channel which is called Sha Ji river in Yangzhou, Jiangsu Province to validate and make a foreshadowing for future further research.Above all, the paper has provides a new defining way of lower-level inland navigable waterway and substandard inland navigable waterway, meanwhile, has also provides a sound scientific method for the national definition of lower-level inland navigable waterways. |
