Research On The Integrated Development Strategy Of Public Cultural Service And Tourism From The Perspective Of Rural Revitalization

The report to the 19 th CPC National Congress proposed a rural revitalization strategy.In the process of comprehensively promoting the rural revitalization strategy,it is one of the important tasks to realize the high-quality development of rural culture.As an important basis for rural revitalization,the integration of rural culture and tourism not only responds to the realistic problems of the upgrading and transformation of traditional rural tourism,but also becomes a new growth point of rural economic development,provides a new opportunity for the development of rural tourism and cultural industries in the new era,and becomes a new foothold for the inheritance of excellent traditional culture.At the same time,higher requirements are put forward for the construction of rural public cultural services.As the "last kilometer" of public cultural services,rural areas generally have problems such as insufficient supply,low quality and insufficient utilization.In view of the actual development of rural areas,the state has issued a series of relevant policies to actively promote the quality and efficiency of public cultural services in rural areas,and vigorously promote the integrated development of public cultural services and tourism.In this context,how to give full play to the initiative and creative work in rural areas so as to achieve the integration of public cultural services and tourism high-quality development is a practical problem facing the county government departments.This paper takes the cultural and tourism integration of Y County as the research object,based on the embedding theory and the new public service theory,and adopts the method of empirical research and qualitative analysis.Through investigation and analysis,it is found that the development breadth and depth of cultural and tourism integration in Y County are not enough;rural public cultural services and basic support need to be strengthened;the integration of culture and tourism has not achieved the intended effect and so on.Analyze the cause of the problem,and on the basis of learning from Luquan,Pingshan,Zhengding cultural tourism integration development measures and experience,the following three suggestions are put forward: First,expand the breadth and depth of cultural and tourism integration,and achieve high-quality development of cultural and tourism integration.Adhere to innovation to enable public cultural products;Encourage the tourism industry to do better and stronger;Explore the integration of culture and tourism.Second,optimize the development environment of rural public cultural services and realize the integration of culture and tourism with high-quality development.Abundant supply of public cultural services;Optimization of public cultural services management style;Improve the rural public infrastructure construction.Third,we will deepen institutional innovation to ensure the sound and orderly development of integrated culture and tourism.Give full play to the motivating role of cultural governance;Build a new pattern of multiple collaboration;Optimize performance evaluation indicators.In a word,it is an important measure to find a practical path to realize the win-win coupling of economic value and social value through the integration of culture and tourism at county level,so as to further promote the integration of culture and tourism and improve the efficiency of public cultural services at grassroots level.The ultimate goal is to enrich rural tourism forms through the economic value of culture,to highlight the cultural and social value of rural tourism as the carrier,to promote tourism through literature,to achieve the unity of economic and social benefits,and to open up a new path for the realization of rural revitalization and modernization.
