Zhu Xi as an excellent Neo-Confucianist in Chinese ancient history occupied profoundthought and developed a grand theory system. He paid full attention to national situation andthe people’s livelihood, remained committed to a strong nation and a rich people, So Zhu Xiwas highly concerned on the Administrative Ethics to summarize administrative ethicalthought from pre-Qin to Tang and deepen it, which had an important effect on thedevelopment of administrative ethical system.There were the varieties of Ethical Anomie in Chinese administrative realm at present,which affected not only the image of government and administrative efficiency, but also theethical climate and national prosperity. The researchers were forced to acquire knowledgefrom native thought by phenomena and to deepen the subject of Zhu Xi’s administrativeethical thought.Researching on the origins and theoretical foundations of Zhu Xi’s administrativeethics ideological background, this author summarized the main content of Zhu Xi’sadministrative ethical thought. It consisted of the following five aspects. Civil service shouldchase the pure mind, diligence and probity to service people. They understood a nationalprosperity based on a rich people. The moral were more important than punishments ideologyfor civil service. The position of civil service depended on their quality. Then starting fromthe Ethical Anomie in the administrative performance, the author analyzed the reasons of thepresent anomie and recognized the necessity of strengthening the construction ofadministrative ethics. The advantage of the Zhu Xi’s thought was combined into the modernadministrative ethics thought by author. According to the Zhu Xi’s thought, the governmentshould take following measures, such as enhancing civil service’s quality of AdministrativeEthics, intensifying the education of administrative ethics for civil service, establishing theidea of people’s interest first, strengthening the system of Administrative Ethics,perfectingthe evaluation system of civil service. In summary, it was the goal of author that the Zhu Xi’sadministrative ethical thought was combined into modern Administrative Ethics to realize itsmodern worth.
