Lack Of Ethics And Governnance Of Adminstrative Examination And Approval In China

Administrative examination and approval is the government administrative behavior for scarce social resources optimization allocation,and the state administrative departments for public administration and social service,the most important ways to the benign execution of administrative examination and approval procedure is to promote the inevitable requirement of social and economic development,stable social order.Since the 18 th national congress of the communist party of China,the reform of the administrative examination and approval system,which has been centered on streamlining administration and delegating power,has achieved many successes.Although the state especially attaches importance to the administrative examination and approval system,administrative examination and approval system has been in perfect,but lack of ethics of administrative examination and approval has not been effectively solved.Therefore,it is beneficial to the development of the administrative examination and approval of our country.The ethics of Chinese administrative examination and approval reflect the three main aspects,such as the alienation of power,the frequent corruption and the deterioration of ethics.The reasons for the analysis of the reasons of the ethical misbehavior are found mainly by the following three factors: first,the moral quality deviation of the administrative examination and approval personnel;Second,there is an unfair design flaw in the administrative examination and approval system;Third,the oversight and oversight of administrative examination and approval.The path to resolving this phenomenon mainly includes the following points: first,strengthening the design of institutions and improving the laws and regulations on administrative examination and approval.The reasons for the irrational design of the system are not reasonable.Article analysis under the perspective of institutional ethics,through the realization of procedural justice,innovative New Deal approval system and strengthen the construction of administrative examination and approval of a long-term mechanism to realize the system design.Second,strengthen the ethics of education and improve the moral quality of the administrative examination and approval personnel.The moral quality of the administrative examination and approval personnel play a decisive role,therefore,in this paper,through the method of innovation education,strengthen the education and strengthen governance to improve the moral quality of the administrative examination and approval personnel.Third,we should optimize the moral environment and build the ethical ecology of administrative review and approval.Based on cultivating moral culture,the establishment of a social credit system and promoting democratic political construction three aspects to achieve goal of building a service-oriented government,and strengthening social supervision responsibility and the moralization of government function,so as to build the administrative examination and approval of ecological virtuous ethics.
