Reflection And Construction Of The Institutionalization Of Administrative Ethics In Contemporary China

During the period of social transformation,some administrative personnel show the problems of moral weakening and ethical deficiency in their official activities and social life,which has formed some negative effects.In order to standardize the behavior of administrative personnel and form correct values,it is necessary to institutionalize administrative ethics.It can be seen that in order to realize the combination of self-discipline and heteronomy of administrative ethics,we must start from the system level and build an institutionalized system of administrative ethics in order to restrain and standardize administrative organizations and their personnel.This paper starts with the concept of ethics,focuses on the definition of administrative ethics and administrative ethics institutionalization,analyzes the relationship between administrative ethics institutionalization and administrative ethics institutionalization,combs the historical process of administrative ethics institutionalization in China,and makes it clear that it is necessary to carry out the construction of administrative ethics institutionalization.The second chapter elaborates the historical evolution of the institutionalization of administrative ethics in China,from the political,economic and social levels to discuss the generation background,focusing on combing the development process of the institutionalization of administrative ethics in China from 1978 to the present,analyzing the achievements made at present,and the specific performance of the institutionalization of administrative ethics in the three aspects of legalization,policymaking and proceduralization of administrative ethics ? The third chapter mainly reflects on the institutionalization of administrative ethics in contemporary China from the traditional Chinese values,ethical ideas,means of realization and the goal of good governance and integrity,and concludes that the institutionalization of administrative ethics in China still needs to be improved.The fourth chapter starts from the theoretical basis and draws on the successful experience of foreign countries,such as the legislation of administrative ethics,the improvement of management institutions and the construction of administrative ethics supervision system.This paper divides the boundaries of administrative ethics institutionalization in China,defines the boundaries,and puts forward that rational construction should follow the principles of service,justice,rule of law and integrity,as well as three aspects of rational construction: improving the system,improving the supervision mechanism of administrative ethics and strengthening the cultivation of professional ethics of administrative personnel.
