Study On The Opening-up Policy Of China’s Cultural Industry

Under the trend of economic globalization, China’s cultural industry has accelerated the pace of opening up. In order to promote our cultural industry to enter into the international market, the Chinese government has made a series of opening-up policy to improve the development of cultural industry. As a new subject, the opening up of cultural industry becomes a research focus by related scholars. But most of the current research achievement is qualitative research, so the efficiency research on the opening-up policy of cultural industry becomes a weak link.Based on the understanding of some related concepts and theories of the opening up of cultural industry, this paper discusses the specific content about the opening-up policy of cultural industry. After a inductive analysis of efficien cy evaluation methods, the paper establishes a efficiency evaluation index syste m of China’s opening-up policy of cultural industry and its branch content fro m2002to2010, and has a deep analysis on the efficiency of the opening-up policy using data envelopment analysis (DEA) method. Finally, on the basis of the experiences from other countries and according to the result of the efficie ncy evaluation, this paper proposes some related suggestions on how to improv e China’s opening-up policy of cultural industry.The study finds that, under the comprehensive influence of the increase trend of foreign trade policy’s efficiency, the decline trend of the use of foreign capital policy’s efficiency and the fluctuated change of foreign investment policy’s efficiency, the efficiency of our country’s opening-up policy present a modest increase trend on the whole, but still exists certain volatility. This result indicates that the current policy in gradual is maturing, but need further improvement in order to realize a relatively rational and higher efficiency level. Among them, insufficient scale is the mainly factor causing the unstable change of the efficiency of the opening-up policy of our cultural industry. According to the policy efficiency evaluation results and in reference to the experiences from developed countries, this paper holds that in order to further improve the opening-up policy of our country’s cultural industry, the policy practice in the future should notice the following several aspects:strengthening the policy supporting to protect our cultural industry; Improve the opening-up policy pertinence, stability and coordination; Strengthen the legal construction to create a good market environment for the implementation of the policy; Implementation of talent strategy, improve cultural resources use efficiency; Adhere to the characteristic strategy, mainly support the industry with national characteristic.
