Text Evaluation Of Shaanxi Cultural Industry Policy Based On PMC Index Model

Policy is an important driving force for the development of the cultural industry.The improvement of the policy plays a key role in the development of the cultural industry.The cultural industry policy is conducive to promoting the optimization and upgrading of the cultural industry structure and the optimal allocation of resources.In the context of the “Belt and Road” national strategy,the development of cultural industry in Shaanxi Province has ushered in many opportunities.Perfecting Shaanxi’s cultural industry policy system and formulating scientific policy texts can fully stimulate the potential of cultural industry development and drive the healthy development of regional cultural industries.Regulate the order of competition in the cultural industry market and improve the cultural industry chain.Therefore,it is of great significance to analyze the current situation of Shaanxi cultural industry policy texts and discuss how to optimize the cultural industry support policy texts to promote the development of Shaanxi cultural industries,enhance the economic and social benefits of cultural industries,and promote cultural industries to become the pillar industries of Shaanxi’s economic development.This article takes the cultural industry policy text as the research object,combs the cultural industry policy of Shaanxi Province from 2005 to 2020 and the national level cultural industry policy text as policy analysis samples,establishes the PMC index evaluation model to evaluate the cultural industry policy text,and establishes the PMC index text Calculation method and rating method,and finally,by constructing the PMC surface,the visualization result of the policy content evaluation is obtained.Through the evaluation of the policy text,the main conclusions are as follows: First,compared withthe policy text of the provinces with more developed cultural industries,the Shaanxi cultural industry policy text has unrefined goals,poor operability,and single incentive and restraint measures.Compared with the national level policy text,the Shaanxi cultural industry policy text lacks the relevant content of the perfect working system,and the time for the introduction of policies in the fields of cultural creative talent training,cultural industry agglomeration development,and cultural integration development is lagging;From the perspective of the development trend of the cultural industry policy in Shaanxi Province,Shaanxi Province has formulated corresponding guiding policy texts for different regions,and Shaanxi Province’s cultural industry policy has formed a more systematic policy than other provinces in terms of traditional cultural protection and the inheritance of local characteristics.text.Therefore,in order to better develop the Shaanxi cultural industry,the Shaanxi cultural industry policy text can be optimized and improved in terms of enhancing the scientific nature of the policy text,enhancing the operability of policy measures,and improving the incentive and restraint system.
