Research On The Evolution Of Central Comprehensive Cultural Industry Policy Since Reform And Opening

Cultural industry policy is a public policy formulated and implemented by the government to coordinate cultural industry activities,standardize cultural industry development,safeguard "cultural" sovereignty and meet people’s spiritual and cultural needs through the strategic use of cultural resources.Therefore,unlike general industrial policies,cultural industrial policies not only have industrial attributes but also have strong political and public attributes.Public policies formulated by the government have an important impact on the formation and development of cultural industry,value orientation,market order,international competitiveness,etc.From the practice of policy evolution since the reform and opening up,the government plays an important role in the process of making public policy.As a tool for the government to manage the cultural market,cultural industry policy is the transformation of cultural industry management.Through the quantitative analysis of the cultural industry policy text,it is found that driven by some internal and external motives,the cultural industry policy of our country presents the evolution characteristics of diversification of policy tools,openness of policy subject boundary,and high-end and diversification of policy oriented industrial value chain.However,in the 40 years of evolution,China’s cultural industry policy is not perfect.This is mainly reflected in the deviation between the evolution of policy and the law of development of cultural industry,which needs to be corrected by policy makers in the later stage of policy-making.Exploring the law,finding the deviation and correcting the path deviation constitute the research space of this paper.Taking 41 years of reform and opening up as the time span,the paper divides into four parts around the evolution of cultural industry policy.The first part is to sort out the text of the evolution of cultural industry policy since the reform and opening up,and to make quantitative analysis of cultural industry policy from policy tools,themes and value chain distribution;the second part summarizes the evolution stages of cultural industry policy since the reform and opening up,and then analyzes the rules and causes of its evolution.The third part is the analysis of the evolution of cultural industry policy,which systematically analyzes the three major deviations and causes of policy development since the reform and opening up;the fourth part,on the basis of mastering the laws and analyzing the deviations,puts forward the coordination of policy supply and demand tools,optimization of policy layout facing the industrial chain,expansion of policy theme fields,improvement of safeguard measures,etc.to promote the high-quality development of China’s cultural industry policy The path of the exhibition.
