The cultural industry is recognized as the sunrise industry around the world, which has a great effect on regional economic development, industrial restructuring and the city brand construction. Yangzhou is one of the first batch of China’s national historical and cultural cities, the cultural industry has made a few achievements in recent years, but there are still some disadvantages compared to other developed area. In order to promote the development of cultural industries, Yangzhou government has formulated a series of policies for cultural industries, which provide guidance and support from several aspects of the development of cultural industries. But the policies still have certain defects, which are exactly what this article intends to study and solve.This article studies the culture industry policies of Yangzhou, from the public policy perspective. It gives a general survey to the main theories of culture industry and culture industry policy domestic and foreign, and selects the3P theory as the basic theoretical model in this paper. Then, it evaluates the current situation of Yangzhou’s culture industry, analyse Yangzhou’s current cultural industry policies by the use of3P model, and comes to the conclusion that the polices have3main defects:the policy path dependence, the less of breakthrough policy contents, and the lack of executive power. Then the article researches the culture industry policies of5developed cities, and points out the experiences and inspire to the policy formulation of Yangzhou. In the end, this article manages to give feasible suggestions to improve Yangzhou’s culture industry policies under the frame of3P model:Optimize the industrial development plan, construct more industry carriers, strengthen the market supervision, guide the fusion of culture and science, train and introduce more talents, enhance financial support to the industry, expand the industrial investment and financing channels, deepen the structural reform, and establish the corresponding policy guarantee mechanism. |
