Park scenic spot belongs to "Emotional type industry" with the labor intensive feature and with the main provided product of service. Therefore, the service staffs are required to pay high attention to each process for providing service to tourists, so as to finally leave tourists a good impression. Most of the park staffs are in the front line to directly contact with tourists, their operation objectives are people instead of materials, the services are required to be diversified due to different demands of tourists, and the staffs are required to have high quality so as to guarantee the service quality. US psychologist William found in the on-site investigation that staffs generally will contribute20%-30%capacity if their wages are calculated based on time; he believes that the potential of staff may be contributed with80%-90%if the staffs’enthusiasm and creativity can be fully developed. He considers that the expressed about60%difference exists between the general working capacity of a staff and the excited working capacity&business level. It can be seen that the development of enthusiasm and creativity of staff is very important in the human resources management. Therefore, strengthening the study and development on incentive mechanism for park staff is a very important theory with practical significance. In addition, as labor intensive service industry, the human resources management of the park generally should be realized via incentive means. How to effectively manage the staffs, timely master the staffs’requirements, develop the staffs’work enthusiasm, arouse the staffs’initiative, excavate staffs’potential, and finally realize the organizational target of the park, all those need a scientific, reasonable and effective incentive mechanism for the park. The key issue of this paper is to study the existing problems of the park staffs’incentive as well as improvement and completion of the park incentive mechanism.Four parts can be divided in this study. The first part is the presentation of the study issues, background and significance of selected topic as well as the innovation of the paper, general of domestic and overseas study on incentive theory and incentive mechanism and part staffs’features as well as the existing situation of incentive mechanism development, and then obtain the enlightenment via comparison, and finally explain the study target, method and study contents. The second part is the current situation of incentive mechanism of Xiangshan Park, including the analysis for the factor which may influence the staff incentive mechanism, interview and questionnaire survey to staffs, general thought for establishing staff incentive mechanism of Xiangshan Park, finally transformation design is provided for specific to lower management staffs and backbone staffs respectively. The forth part is the sufficient evaluation specific to the possible obstacles during the implementation process of the scheme, meanwhile, adopt corresponding guarantee measures for the smooth implementation. Part five is the summary of the study on this paper.
