The 2010 Creative Economy Report offered by UN and other five agencies jointly pointed that even under the influence of the world financial crisis; the creative industry is still a new engine of global trade and has become one of the most dynamic industries in the world economy. As China’s important political, economic and cultural center, Shanghai in recent years has shown very great importance to the development of cultural and creative industries, and has made important achievements.Shanghai in 2004 first proposed the creative industries as an important pillar of its future industrial development, announced to become the "International Creative Industry Center." But now, the current development of its creative talent is still not optimistic, problems like the loss of creative talent, the shortages, the inefficient are so serious.As creative industries are so important, the main part——creative talent is particularly important. Given that innovation has become a key to the survival and development of an organization, how to effectively motivate creative talents, stimulate their creative impetus for the innovative services of organization, should be a problem we must pay attention to and study on.Considering the comprehensive competitiveness of the cultural and creative industries and talent advantages, this paper takes Shanghai’s cultural and creative talent for study. This paper reviewed the existing literature on the cultural and creative industries and sorted out the concepts of creative talents and creative industries related concepts and features; analyze the practice patterns in Shanghai and foreign countries the development of cultural and creative industries;Then this paper analyze the status quo of Shanghai creative talent incentive problem and creative talents characteristic as practical experience, take previous theoretical research results as theoretical experience, try to establish an index system of Shanghai creative talent’s incentive satisfaction evaluation; then take the index system as a guide, combined with theoretical basis of the analysis and creative talent incentive preference analysis needs to build a creative talent incentive satisfaction evaluation model;This paper also complete the empirical analysis of Shanghai creative talent incentive Satisfaction, including the use of factor analysis, regression analysis, analysis of key factors linear relationship between creative talent incentive satisfaction as well as motivation factors and satisfaction of creative talent between perception, through the use of structural equation model, this paper make an empirical test of the model;Finally, according to the results of empirical analysis, we have proposed the strategies and measures for the three carriages: company, government and creative park to conduct the incentive mechanism to creative talents.
