Because of body's function faultiness, people with disabilities are subject to certain restrictions in social activities. For people with disabilities, especially for working age and are about to enter the working age people, employment can not only solve the economic pressure on families but also achieve social value. As part of the comprehensive rehabilitation of the disabled, vocational rehabilitation (VR) contains vocational assessment, consulting, training, guidance, continued support and ancillary services for employment. VR is aimed at stable and continued employment of disabled individuals, which has positive significance on disabled persons, his family and the society.VR developed earlier in the overseas, our Hong Kong and Taiwan area, forming a complete VR service system. Government and non-governmental organizations provide VR funds, institutions, personnel, and other service agencies related VR resources. Compared to these countries and regions, the development of VR services is relatively late in mainland China. Through the joint efforts of the parties concerned, Chinese VR has made some achievements, such as the related services for work-related injuries and non-industrial VR of persons with disabilities, VR for different types of disabled people, community rehabilitation and employment of the disabled individuals. Under the management and coordination of China Disabled Person's Federation (CDPF), there are multiple resources involved in VR services. However, there are many practical problems of the development of VR. Combined with China's economic, cultural and social factors, this paper gives recommendations for VR based on number and distribution of our country's disabled persons.This paper discusses the VR services from the aspect of resources'integration and coordination, including six chapters:Chapter one is the introduction part. It contains the background and significance of the research, the related literature on VR both at home and abroad, the methods of the research, the academic innovation of this thesis and the insufficient of the paper.The second chapter describes the theories on VR. It contains the definition about the disabled, the rehabilitation of the disabled and VR of the disabled. It followed by empowerment theory and the theory of social return.The third chapter mainly discusses the coordination and integration in the United States, Japan, Hong Kong and Taiwan areas. From the structure of VR service system, it discusses the resources of governmental bureaus and non-governmental resources, and the integration and coordination of them. The development characteristics of these countries and regions have provided useful practical experience and guidance for the development of the VR of disabled persons in China.The fourth chapter is about VR resources and its integration in our country. It contains the Ministry of civil affairs, the Ministry of social security, the Ministry of health, Ministry of education, other government departments and CDPF. What' more, the discuss in this chapter is combined the practices of some areas.The fifth chapter elaborates on the existing problems on the integration of VR resources in our country at present. These problems have played a great role in the development and perfection of our country's VR.In view of above problems, combined with our country's actual situation, the sixth chapter puts forward some related suggestions for the development of our country's VR.With literature research, comparative study and access survey, this paper discusses the disabled vocational rehabilitation service based on the perspective of resource integration, which is the innovation of this paper. Of course, this paper also has some shortcomings in the depth of research.
