As residents’ living standards improve,healthcare resources have become increasingly abundant in recent years,leading to a growing emphasis on health.As a result,the healthcare industry and related services have gradually entered the public’s view.In the era of "health priority development," the country has put forward a solid effort to reform the comprehensive regulatory system for healthcare and accelerate the establishment of a comprehensive supervision system covering the entire healthcare industry and process.However,the current regulatory framework still places the responsibility of healthcare supervision solely on healthcare regulatory institutions,resulting in issues such as low regulatory effectiveness,inadequate coverage,and a lack of comprehensive process oversight.Therefore,improving the enforcement of healthcare supervision within the comprehensive regulatory system becomes an essential topic of discussion.This study is guided by the theories of new public service and administrative law.It takes the healthcare supervision in Yongjia County as the research object and uses various research methods,including on-site investigations,questionnaire surveys,and interviews.Healthcare administrative cases in Yongjia County over the past four years are selected as research samples.Surveys are conducted through questionnaires and interviews involving200 healthcare institutions,healthcare regulatory bodies,and members of the Yongjia County Healthcare Association.Based on the findings,this paper analyzes the current status and existing problems of healthcare supervision in Yongjia County,delves into the underlying causes,and proposes strategies and recommendations to enhance healthcare supervision.The research reveals that the existing healthcare supervision system in Yongjia County faces several issues during practical implementation,including unclear institutional positioning and lack of qualifications for enforcement bodies,low efficiency in healthcare law enforcement leading to ineffective regulation,inconsistent standards in supervision and enforcement,significant workload and associated risks in supervisory tasks,and inadequate coordination among regulatory entities.The deep-rooted causes of these issues are primarily attributed to incomplete regulatory reform,insufficient enforcement capabilities,outdated laws and regulations,insufficient awareness of administrative compliance,and the absence of a comprehensive multi-level regulatory framework.To address these problems,the author,drawing upon his own professional working experience,proposes optimization strategies such as deepening healthcare supervision system reform,enhancing supervision methods and enforcement capabilities,improving laws and regulations,and establishing a diversified supervisory mechanism.This study aims to elevate the level of healthcare regulation and enforcement in Yongjia County,advance the modernization of grassroots government governance capabilities and levels,and better safeguard the health interests of the general public.
