| Clinical blood is an important means for medical institutions to treat diseases.In clinical practice,blood is a"special drug"that can improve the cure rate of diseases and save patients’precious lives.However,there is a high risk of clinical blood use in medical institutions.A lot of infectivity disease can produce cross infection through transfusion blood at present what we know basically is hepatitis,AIDS,syphilis to wait.Throughout China and abroad,there are numerous accidents caused by blood transfusion,and patients are shocked by the pain caused by blood transfusion,which also reflects that there are still some practical problems in the clinical blood use of medical institutions,such as lack of supervision,insufficient practitioners and poor professional ability.The establishment of a scientific and perfect supervision system for clinical blood use and the standardization of clinical scientific and rational blood use is one of the important measures to effectively control diseases transmitted by blood,such as AIDS,and ensure blood safety[1].Through the methods of literature analysis,questionnaire survey and case analysis,this paper analyzes the basic situation of health supervision institutions in liaoning province.The basic situation of the blood safety supervision personnel in liaoning province,the supervision and inspection situation of provincial and provincial medical institutions with clinical blood use during 2016-2018 and the current situation of clinical blood use in provincial and provincial medical institutions were discussed,and the problems in the supervision and management process of clinical blood use in medical institutions in liaoning province were analyzed.In addition,in the area of blood safety supervision and management,rationalization of the health and family planning administration was proposed.Measures to improve the feasibility of scientific and rational use of blood in medical institutions.On the first hand,it introduces the significance of clinical blood in medical institutions,and puts forward the necessity and importance of clinical blood supervision and management.Typical cases of infectious diseases caused by clinical blood transfusion at home and abroad were selected to illustrate the necessity of administrative supervision in the process of clinical blood transfusion in medical institutions.To analyze the clinical use of blood in provincial medical institutions in liaoning province;To analyze the basic situation of the personnel in the medical supervision department of the health supervision institution,including the schooling system,age structure and professional structure of the school;From 2016 to 2018,liaoning provincial health and family planning supervision bureau organized health supervision institutions at all levels in the province to conduct special supervision and inspection of clinical blood.The second aspect,through the daily supervision and special supervision mode,the combination of the province of liaoning provincial medical institutions issuing questionnaires,to 18 blood transfusion medical institutions（Banks）to investigate,including clinical use in qualification,infrastructure equipment,ChuFa blood flow,cross matching and process,scientific and rational use and blood scrap,etc.At the same time,three typical illegal cases of clinical blood use investigated and dealt with by the health and family planning supervision institutions in liaoning province were selected.The third aspect,through sorting data,analysis,and points out the problems that medical institutions regulated clinical use in liaoning province,including the family planning administrative department of public health,health,family planning system of the watchdog mechanism construction,the problem of ability training,as well as the medical institution for clinical use of infrastructure investment,construction,professional ability,information construction and so on.Fourth,in view of the existing problems,the health and family planning administrative department and the health and family planning supervision department responsible for blood safety supervision are proposed with reasonable Suggestions[1].In order to ensure the scientific and reasonable use of blood in medical institutions,and to ensure the health rights and life safety of blood users,effective measures will be proposed.To develop clinical blood medical institutions can further strengthen their own construction,improve the level of business. |
