Object:.The research evaluated the current situation of the medical and health key specialtiesnearly5years with the evaluation methods and ideas of the medicine information science,to sum up the construction results, find the problems, and puts forward countermeasures,which so as to offer scientific reference about the further strengthening management andmaking the next step development strategy or the policy measures for the healthdepartment.Methods:.The research desighed the “The evaluation index system and the quantizationstandard of the key medical and health specialties of Shandong province” by the literaturereviewing and expert consultation, and developed “The questionnaire about the currentsituation of the key medical and health specialties of Shandong province”.Then,surveyedthe development situation from January2006to October2009of the key specialites ofShandong province which approved respectively in2003,2007,and2009by the way ofquestionnaire. The survey issued64questionnaires and withdrew62of them, so therecovery ratio is96.88%.Established the evalution database of the current situation of the key medical andhealth specialties of Shandong province with the Epi Data3.0, and evaluated and study thecurrent situation of all the key specialties by combining the descriptive analysis, discretedegree analysis and analysis of variance, correlation analysis. Results:1The evaluation index system and the quantization standard of the key medicaland health specialties of Shandong provinceThe content of the evaluation index system includes10primary indexes,42level2indexes.The10primary indexes are the specialty situation, the specialties leader, theacademic team, the academic communication, the professional teaching, the technologyapplication, the scientific research performance, the clinical performance, the supportconditions and the specialties management.And their weight coefficient in turn attached to0.05,0.15,0.10,0.05,0.05,0.05,0.20,0.20,0.10and0.05.The quantization standard of the evaluation index system of the key specialties usedthe linear summation method to calculate the quantitative score of the entirety specialtyand the level2indexes. Defined the quantization standard of every level indexes accordingto the specific connotation, and using the mean or the mean±standard deviation of allspecialties’ score to calculate some of the quantitative indices, such as the age structure, theoutpatient, the informed satisfaction and so on.2The analysis of construction of the key medical and health specialties ofShandong provinceThe62key specialties distributed in33medical and health institutions of14cities inShandong province, except Heze, Laiwu and Binzhou.The institutions which have only onekey specialty accounted for63.64%, and there were4institutions have more than4keyspecialties, accounted for12.12%.There are4678staff of the62key specialties, and39.08%of them are for scientificresearch.The middle-aged academic team members who are under the45years oldaccounts for75.20%, among these50.52%have a doctor or master degree,and46.36%have senior professional and technical titles.All of62specialties leaders have got the senior professional and technical titles,and75.81%of them have the talent title awarded by the government. Besides,44people havea position in national academic community, and18people have a position in the Zhonghuajournal and core journal. Led by the specialty leaders have5national projects,32provincial science and technology awards,23publised SCI papers,and2patent ofinvention. In addition to the specialty leaders, the1575team members led280science projects,312departmental and above awards74published SCI papers, and148patents.61of the62key specialties established cooperation relationship with universities andcolleges, and70.49%have graduate teaching level.In nearly5years, cultivated totally11doctoral students and529graduate students.62professional of61and universities and colleges to establish cooperationrelationship between teaching, professional teaching level and70.49%graduate level;5years of training doctoral students11,529master’s students a.The62key specialties launched284various levels of academic conferences, wereinvited to provincial and above conference897person-times, promotioned three levelsappropriate medicine technology117item-times, and introduced advanced technology234iteam-times.The total opened beds of the60specialties are7757, The ratio of the beds andscientific workers is1:0.29, and the average of ratio of utilization of beds is102.39%, thebeds turnover number is32.18times per year, the ratio of the A grade medical records is98.97%, the informed satisfaction of the outpatient and inpatient are98.46%and99.12%,and there is no major medical accident happened.The constituent ratio of the specialties’business income accounts in the whole hospital of the62key specialties is increasing yearby year, and95.16%of the specialties have established the management measures andsetted up the full-time management personnel.3The comprehensive analysis of the quantitative results of the key medical andhealth specialties of Shandong provinceThe averge score of quantitative results of the62key specialties is573.99points, and79.04%of the key specialties’ scores were between500points and700points. The resultof the variance analysis of3batch specialties is statistically insignificant: F=0.337, P=0.715.The top three indexes of the10primary index in the standard scores are the clinicperformance (81.71points), the specialty management (81.45points) and the specialtysituation(65.87points).While the least three are the scientific research performance(45.28points), the technology application(36.48points), and the academic communication(35.42points). The top three indexes of the10primary indexes in the discrete degree are thetechnology application(71.56%), the scientific research performance(46.49%) and theacademic communication(45.44%),when the least is the clinic performance(15.14%).Thetop three highest correlation with the total score are the scientific research performance (r=0.788, P=0.00), the specialty leader (r=0.545, P=0.00) and the clinic performance (r=0.496, P=0.00). And the2indexes having no correlation with total score is the specialtysituation (r=0.231, P=0.071) and the specialty management (r=0.136, P=0.291).Conclusion:The significant outcomes of the key medical and health specialties of Shandongprovince are as following: The overall construction level has been raised; Theprofessional-scale construction has had a obvious effectiveness, and the best progressbelonged to clinical diagnosis and treatment level; With respect to hardware support,scientific management received attention; In addition, teaching highlighted the role, andthe academic team structure became rational.However, there still are some problems: The supervision and management of keyprofessional construction and development demands to be strengthened; There is a big gapbetween specialties, and the construction level of partly specialties is too low; Theacademic level of the specialties leader group needs to be improved, while the researchstrength of the academic team urgently needs to enhance; Besides, the influence of theforeign academic exchanges and the technology application was proved weakly.The suggestions are that:(1) improving the evaluation mechanism and establishingincentive and restraint mechanisms to guarantee dynamic management;(2)strengtheningthe leadership and supervision management of the construction of the key medical andehealth specialties;(3)increasing the scientific research investment to improve the academiclevel of scientific research;(4) paying more attention to academic and technical exchangesto promote the key specialties forward.
