Current Situation Analysis And Problem Research Of The Performance Evaluation Of Township Health Center

ObjectiveThe Investigation team has surveyed the current state of performance of Taihe, Jieshou County in Fuyang, HanJiang district in Yang Zhou, Huai Yin district, XuYi County in Huaian by the index system according to the functions of THCs and compared the performance of each THCs differences in each dimension and evaluating the efficiency of THCs by data envelopment analysis and by using the method of TOPSIS to analyze the overall performance of the THCs.Through the comparative analysis of differences of problems and factors that influence the improvement of performance in among the THCs and putting forward suggestions for the continuous improvement of performance of the townships health center and providing the basis for intervention plan of performance management by local government.MethodsField survey:Through institutes of professional personnel, according to the actual situation of THCs to fill in the form of questionnaire which includes financial conditions, basic medical services, public health services.Sample survey:We extracted each THC with50prescriptions,30medical records, and30nursing documents checking the usage of antibiotics of each institutes, the usage of hormone, and all the health technical personnel qualification rate of medical record writing of each institutes by the expert review, In addition, through the way of spot, we will draw four personnel technical of each of the institutes to check their master of seven steps washing technique. Resident survey also adopt the way of sampling investigation, we extracted two administrative villages of each THC with20households, and we survey one person each household to survey the development of residents’ health knowledge, health behavior and satisfaction.Literature review:By interrupting the statistical yearbook, we will know many aspects such as economy, population, society, and by reading the policy document to understand local health policy.Statistical analysis:To evaluate the efficiency of THCs by data envelopment analysis and by using the method of TOPSIS to analyze the overall performance of the THCs, and multiple linear regression method to explore the influence factors of affect the overall performance.ResultsThrough the survey we found that the THCs in various regions have the following problems:(1) Lacking of human resources and equipment resources.(2) The ratio of usage of antibiotics and hormones is too high and the quality of physician medical record writing is poor. What is more, the efficacy of screening among health works is poor.(3) Satisfaction of residents is poor. To evaluate the overall performance of THCs we use a method named TOPSIS. From the results produced by TOPSIS, we found that a phenomenon of polarization is prevailing in Tai He and the overall performance of most THCs in Jie Shou is poor. On the contrary, the overall performance of THCs in Han Jiang distinct is better than the two countries in Fu Yang city in An’Hui Province. The overall performance of THCs of the two countries in Huai’an city is good, but there are also some individual THCs in poor condition.(5)What is more, the factors that affect the overall performance of the THCs were ranked as, the growth rate of outpatient, the passing rate of medical writing, both times the cost of hospitalization, medical instruments, writing pass rate, antibiotic usage. Above all, we can find that the control of medical cost has the most impact on the overall performance of THCs.(6) The THC is not with both efficiency and quality.Conclusion To solve questions found in the investigation, The THCs can improve the situation through a series of measures:(1) improve the status of human resources:To improve academic health center staff levels through a variety of ways.(2) Strengthening the control of the quality of health services and regulating staff’s behavior in the THCs and take regular training for them.(3) Reasonable estimates the number of beds and improve the efficiency.(4) Controlling the growth of health care costs, and reduce the burden of medical residents effectively.(5) The THCs need to establish scientific evaluation index system and effective incentive mechanism and performance management for continuous improvement of performance will be introduced. In addition, with the idea of total quality management, paying attention on every aspect of performance, thereby enhancing all-round overall performance of hospitals.
