Since2011the China maternal and child health development reportshows that maternity and child care centers at the county level has greatdevelopment in recent years, whatever from featured service to thecomprehensiveness of the work. The policy of the maternal and child healthwork adheres to the "health care as the center and protect reproductive health,the combination of health and clinical, facing the basic-level group, and takethe prevention as the major" and has achieved certain result.But as thedevelopment of the reform in medical and health system, there are stillunbalanced development between the maternity and child care countries at thecountry level, and the ability of service can’t meet the needs of medical care.Therefore, understanding the condition of situation maternity and child carecenters at the county level, not only help us to further analysis of the trend ofwomen and children work changing trend, but also help us to improve theconstruction at the county level and maternity and child care centers,promoting the development of the maternal and child health works.Objective: Through the survey of177maternal and child health carepresent situations in He bei Province, we can analyze the existing problemsand put forward related suggestions, getting the improvement of maternal andchild health care constructions and development planning.Methods:This study which is investigated by the use of the Ministry ofhealth and social division of maternal and child health care survey scheme andsurvey tool, in the form of questionnaire survey, mechanism, operationmonitoring of site investigation, in the province’s177maternal and childhealth care by general investigations.The uniform training investigators(maternal and child institutions designated personnel) according to the procedure within the specified time to recover the questionnaire.The surveyswere sent a questionnaire177,which were getted call in177, the recovery rateis100%, which of the information by using Excel2003and SPSS17.0statistical analysis software for data statisticed and analysised.Result:1The agency basic situationThe survey of the177county level maternal and child health careinstitutions, of which111are full funding institutions, accounting for62%;47for the variance of funding institutions, accounting for27%;19forindependent units,11%.2The situation of economic operation organizationThe177maternal and child health care hospital get income of5984000yuan in2010, among the which of finance allowance income in793000yuan,accounting for the total income of13%; maternal and child health care funds240000yuan, the total income of4%; service fee of3457000,58%of totalrevenue; maternal and child health care business income in1000000yuan, thetotal income of17%; the maternal and child health care fund of494000yuan,average in8%of total revenue.The177maternal and child health carehospitals are spended4855000yuan in2010, including maternal and childhealth care expenditure2389000yuan, accounting for49%, personnel salaryexpenses is1029000yuan, accounting for21%; spending1265000yuan,accounting for26%, health care equipment spending of172000yuan,accounting for4%.The data shows that: the county level of maternal and child financialgrant, maternal and child health care funding accounted for a lower proportionof the national income, which puts less investment for county level maternaland child health careers.The maternal and child health care hospital and public expenditureaccounte for a large proportion of the maternal and child health careexpenditure.3Housing construction we could not get help from the central and provincial government aboutmaternal and child health care institution construction in recent threeyears.The154county level maternal and child health care institutions haveproperty, a total construction area of310093m2, average in building area of1751.9m2, including business premises area homes is1611m2, other housingarea of140.9m2.The remaining23institutions without building housing,accounts for the investigation of13%, the average housing area of about810m2.We can see the county level maternal and child health care institutionshousing construction scale in Hebei province is located in the lower level, thenational average for each county maternal and child health care institutions inthe construction area of3612m2.4Bed setWe can see the beds which have1,160, and33of the number of beds to0in the maternal and child health care institutions.The province’s county levelmaternal and child health institutions have a total of6034open beds, whichhas34.1beds.Obstetrics open3715beds, which has20.1pieces, pediatricopen1655beds, which has9.4pieces.The maternal and child health care of beds in the country is located inthe middle level in Hebei Province, which of the national maternal and childhealth care hospital are38.2pieces, the eastern coastal province of maternaland child health care hospital are55.3pieces.5Equipped with equipmentsThe province’s maternal and child health care has above10000yuan ofequipments is3190, which has the average of18.1.Among the100000to500000yuan equipments443,which has the average of2.5;500000yuan morethan228sets of equipments, which has1.3.Compareing with the Ministry of health "maternal and child health careunit device equipped with a standard",we can see at present Hebei provincecounty level maternal and child health care institutions have the defect inconventional equipments, such as low temperature refrigerator, biological microscope, molybdenum target X ray machine, ultrasonic treatment, enzymemeasure instrument, infant ventilator.6Human resourcesWe can see76maternal and child health care staffing standards,accounting for43%in177County Maternal and child health careinstitutions,which has the average of every county is indispensable for20.3.According to the Ministry of health "standard" requirements of maternaland child health care, the maternal and child health care health technicalpersonnel engaged in community health care health technical personnelproportion is more than30%. Which have the72of maternal and child healthcare can’t meet this requirement, accounted for40.7%in hebei province.Conclusion:We can see the county level of maternal and child health careinstitutions are widely existing of insufficient funds, poor infrastructure,lacking of basic business premises and scarcity of human resources in hebeiprovince. So we must increase financial input and establish a stable fundingmechanism and strengthen infrastructure construction in order to improve theconstruction of the maternal and child health care system.we also strengthenthe maternal and child health care human resources construction and improvethe maternal and child health care personnel quality, which are the priorityproblems of maternal and child health care development in hebei Province.
