Present Situation Investigation And Countermeasure Thinking Of New-type Rural Cooperative Medical System’s Implementation In Fukang

In recent years, "Three Rural Issues" is a very important and long-term problem, which is also the biggest concern of developing countries..Fundamentally, the harmonious development of agriculture, rural areas and farmers is the foundation of the whole social harmony in our country. However, in some rural area, once there are someone who got a sick out of their reach can drag down the whole family. Families affected by the huge medical cost will reduce the happiness index of farmers and herders, and then affect a region’s harmonious and stable development.Establishing a new type of rural cooperative medical care system (NCMS), is a great strategic decision by China central government and the State Council. This system is based on the construction of socialist new countryside, which is aimed at solving the problem of agricultural and rural development, strengthening the construction of rural health, and improving the health level of farmers and herdsmen. Therefore, NCMS is a measure to benefit people, win hearts and minds.With a view to promote the effective implementation of the new type of rural cooperative medical care system (NCMS) and benefit people, this article discussed within the context of the current situation of NCMS’s implementation in Fukang, Xinjiang province. The paper analyses the results of NCMS’s implementation systematically in five aspects, including participation rate, compensation policy, supervisory mechanism and other tow aspects. In the survey, the author also found some problems of NCMS’s implementation in five aspects, such as the low level of financing, weak capital fund ability to resist risks, weak service capability of basic medical and health institutions, high cost of fixed-point medical institutions, frequent policy adjustments and lagging guidance, and lagging construction of administrative agencies. In response to these problems, the author offers relevant suggestions combined with practices, and puts forward countermeasures from four aspects to promote the healthy development of NCMS, such as completing financing mechanism, improving service ability, strengthening the supervision and so on.This thesis tries to use the basic theory of public management, public economics and social security, through literature research, case study method, statistical analysis, etc., deeply and systematically analyses the implementation and development of new rural cooperative medical system (NCMS) in Fukang, which is a city in the West. By analyzing the current situation, finding problems and their causes then putting forward countermeasures, this study aimed to push on the continuous improvement of NCMS from the point to the plane, and try to offer policy recommendations for the scientifically implement of the system. Through the research, we hope the conclusion can provide policy reference to help this morale project fall into place indeed and better benefit the people, and promote the harmonious development of the countryside.
