Study On Food Security In Emergency Situaiton

Food security, as a big issue about people’s livelihood, has drown more attention of China’sgovernment and people consistently，with the increasing occurrence frequency, kinds and its deepeningimpact on food security, it is of great significance to explore the food security in emergency situation.In this study, we build research framework based on full access to related literature at home andabroad, and carry out research from the following aspects:Firstly, the study deals with the detailed analysis of the characteristics and the current conditions ofChina’s food security in emergency situation;Secondly, we made empirical assessment of food security under WenChuan earthquake bybuilding evaluation system of food security capacity in emergency situation, and explored the problemsand the reasons for the current food security in emergency situation;Thirdly, based on a comprehensive analysis of foreign food security under emergency situation, afood security system in emergency situation was put forward and the policy suggestions to ensure foodsecurity in emergency situation was also proposed.Main results in this thesis can be summarized as follows:(1) The emergency characteristics affecting China’s food security were as following: many kinds ofdisasters, high frequency, wide distribution, significant regional differences and serious loss. The foodsecurity in emergency situation showed the development trend with continued progress andimprovement.(2) We evaluated food security level in WenChuan earthquake with application evaluationsystem of food security capacity in emergency situation built in this study and the composite score was1.89,which indicated the food security in emergency situation are still in the middle level.(3) China should establish a food security system in emergency situation, including completeorganizational system, advanced information systems, high-quality rescue protection team and completesupervision and assessment system, and use the four-phase mode of operation: the prevention andpreparedness stage, early warning stage, emergency response stage and reconstruction stage.(4) We could adopt inside and outside way, walking on two legs, focus on the hardwarefacilities "and" soft power construction" at the same time, in order to promote food security progress inemergency situation.In this study, we achieved certain results on food security in emergency situation and it is clear thatthere are still some shortcomings. In future, we would make effort to increase research depth, aim toprovide effectively technology service for China’s food security in emergency situation.
