Objective: To build the assessment indicators system and linear model .Toevaluate the capacity of public health emergency response and find the approach tocompare the difference of the capacity of public health emergency response amongcounties. Methods: The whole study includes six steps. In the first step of the study,the assessment frame was based on the relative contents of the emergency managementmanual 'Community Emergency Preparedness' published by WHO. It was argued andrevised by experts through individual interview and special project meeting. Next, theimportance and feasibility of assessment indicators were evaluated by means of Delphiconsulting. In the third step, the questionnaires which based on these indicators weredesigned to investigate the counties. The real feasibility of these indicators was tested onthe spot and the measure values of them were got. After that, according to the results ofDelphi consulting and field investigation, the indicators were selected and eliminated andthe rest were settled to the assessment structure and the comprehensive evaluation linearmodel was built. Later on, the weight values of indicators of class 1 which based onconsulting results was confirmed. Class 2 which based on the measure values waschanged to dimensionless ones. Finally, dimensionless values were entered the linearmodel. The total score of each county was counted and then was sorted. Results: Theassessment indicators system to evaluate the capacity of public health emergencyresponse at county level was built. It was constructed by four indicators of class 1 andthirteen indicators of class 2. A comprehensive evaluation linear model was built.
