A Study On EU Beef Security Institution

The British BSE crisis happened in the1980s caused great economic losses of Europe, posed a serious threat to the stability of EU member states and unity throughout the region, had a great impact on the global beef trade, and buried a long-term risk in people’s health and safety. Beef security has become an important international issue of common concern. The paper defined the "Beef security" of EU first, and then explained the background of EU beef security institution on its operation and development from the aspect of EU economy, politics and the integration process which deeply affected by the mad cow disease and other food security issues. EU beef security institution established during the development of EU food security institution. The regulation, policy, supervision institution and technical implementation of the measures from the EU food security dominate all aspects of EU beef security institution. With the guidance of the EU food security institution, the EU published a full range of beef security regulations and policies including welfare, health, fodder, medicines, residues, and import, formed a unified beef security regulators, continued to explore international cooperation, got close to the international standards, strengthened the resolution of dispute, formed a unique regional beef security system based on its own actual situation. EU beef security platform effectively responded to the second beef crisis in2000, refined and added beef security policies of EU member countries, increased the transparency of the whole beef productive process and ensured the smooth progress of beef trade. Even so, the EU food security institution still has to be improved. BSE crisis has not been eliminated completely, the relevant organizations within the institution should research more hard and prevent in time. EU lacked of regional coordination arrangements on beef trade considering the beef security. The multi-level institutional arrangements are likely to cause regulatory loopholes and deviation of policy implementation. In response to these specific circumstances, the author proposed several recommendations and made the future development prospects of beef security from four areas including political, production, trade and finance at the end of the paper.
