Since the reform and opening up, our country has made remarkable economic Achievements, but more and more social problems appear. Medical treatment is difficult and expensive that causes a great concern. So this country is to develop community health services for relieving medical stress. However, community health services in our country are still in its infancy. So community health services currently get into trouble, and performance management is the key to its efficient management. Balanced scorecard theory has played a very active role in the business and government, and whether balanced scorecard theory is suitable for community hospitals as to support the strategic development of the community hospitals is the purpose of this study. This paper attempts to use the Balanced Scorecard performance evaluation of community hospital recycling system, helping community hospitals advantage out of the woods.Chapter one is to introduce the background, research methods, research significance, Research methods, research ideas, research status etc,and clear the logical starting point for this study.The second chapter is to examine the core concepts and basic theoretical introduction, first defined the concept of community hospitals, the basic theory of performance appraisal and the balanced scorecard which provides theoretical support for this study.Chapter three describes the cases of the hospital’s profile and the problems in the performance appraisal system. And then to address these issues we analyzed the feasibility that the Balanced Scorecard can be applied in the feasibility of community hospitals.The four chapter is a case of hospital performance appraisal system reengineering, first on the basis of the current development of the hospital S, the hospital market and the internal and external environmental factors, we determine the organization’s strategic objectives in the future; we determine the organization’s performance appraisal indicators in the Balanced Scorecard frame base on the organization’s strategic objectives in the future.In Chapter five, we use the Delphi method and AHP to determine weights of evaluation indicators to complete the design of the Balanced Scorecard performance appraisal system.
