| Urban greening once was one of brilliant mane cards of the City of Dalian. With the reform and opening in depth and the developments of Dalian social economy and city construction, the area of the urban green space has been larger and larger. However, the current greening maintenance and management have to pace up and down and maintain at low level phase for the reasons of managerial system and mechanism, the conflict between high standard demand and low level maintenance has become the bottleneck restricting Dalian main urban area green business developments, and the city greening of Dalian is no longer maintaining the national lead. While only high level maintenance and management could allow full play to the current greening landscape effectiveness and ecological efficiency, representing the public serviceability and governing capacity of Dalian Municipal Party Committee and City Government and satisfying the requirements of the urban inhabitants to build the city into rich and populous, beautiful and civilization one as well.Based on the plurality governance theory, this paper analyzes the greening maintenance and management models both at home and abroad, elaborates the shortcomings of continuing to use the governance types of the times of the planned economy system while under the conditions of the socialist market economy, and puts forward the overall guide lines, objectives and countermeasures of the structure of the multiple governance types in the main urban area public greening maintenance and management for the City of Dalian. This plurality governance model not only has the feasibility, but also has an importance of academic interest and practical significance for exploring the reform of public institutions and increasing the urban greening maintenance and management standards, making the government ensure to use less taxbearers’money and provide them better service. |
